Synopsis (short abstract) Protracted conflicts are the main cause of the rise in forced migration. People living in rural areas and dependent on agriculture are affected the most, as most of today’s civil strife takes place in such contexts. The symptoms are evident, but the realities behind these symptoms tend to be complex. The ways in which conflict can cause food insecurity and the ways in which both conflict and food insecurity cause people to flee their livelihoods differ from context to context. Forced movements o f people and food insecurity may also fuel conflict. Responses should start from a proper understanding of the root causes underlying conflicts, movements of people and persistent food insecurity. In all these contexts, humanitarian aid is needed to prevent food crises and famines to occur in such situations, but no lasting solutions can be expected if programmes and support measures do not aim to help provide people with the means to rebuild their livelihoods, thus addressing some of the root c auses of conflict and migration. Restoring agriculture and food production and rural livelihoods will be key in most settings.

This document is a collection of briefs on countries in which food security has been affected by conflict and other crises. Here is an overview of some key numbers: people in conflict affected states are up to three times more likely to be undernourished than those who are living in more stable developing countries. The most recent projections suggest that approximately half of the global poor now live in states characterized by conflict and violence. The Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) have a strong interest, and a potentially important role to play, in supporting transitions towards peace.

The report covers food security country briefs for 15 countries in four regions:Latin America: Haiti; Africa: Burundi, Central African Republic, Democratic Republic of the Congo, Guinea-Bissau, Liberia, Mali, Somalia, Sudan and South Sudan; Middle East: Lebanon, Iraq, Syria and Yemen; Asia: Afghanistan. The situation differs from country to country; however, it is unsurprising that countries with ongoing conflicts have the highest numbers of food insecure people. For the current updates, the det eriorating food security situation is a concern in Yemen, South Sudan, Somalia and the Lake Chad Basin region.

This is the eighth update of the Monitoring Food Security in Countries with Conflict Situations, a twice‑yearly report on acute food insecurity in countries affected by conflict that the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) have jointly produced for the members of the United Nations Security Council (UNSC) since June 2016. This issue provides an update of the acute food insecurity situation in major food crises where conflict and insecurity are a primary driver of acute food insecurity. It also briefly describes other key food insecurity drivers (including indirect impacts from the coronavirus disease 2019 [COVID-19]), and how conflict and insecurity frequently interlink with – and sometimes exacerbate – them. The present update covers nineteen countries and territories that are experiencing extremely grave hunger caused by protracted conflict and insecurity as reported in the 2020 Global Report on Food Crises (GRFC). The update also spotlights the situation in Burkina Faso, northern Nigeria and South Sudan where there have been sharp conflict‑related increases in acute food insecurity, flagging where constraints on humanitarian access to food insecure populations have been documented and there is evidence of conflict‑specific food system damage.
