    The evaluation was conducted to assess the project’s relevance, effectiveness, efficiency and scalability, with the aim of determining the extent to which the project achieved its intended objectives. The project successfully supported Syrians under Temporary Protection (SuTPs) and host communities by addressing labour market needs, strengthening agricultural practices, and expanding economic opportunities for women. However, long-term employability remained a challenge due to structural barriers such as land ownership restrictions, low wages and employer reluctance.  The project demonstrated adaptability to external shocks, including the COVID-19 pandemic and the 2023 earthquake, by adjusting its training delivery methods and expanding livelihood support. The evaluation recommends a more holistic approach to combining policy incentives to render the contribution of ISKUR Employment Desks effective in supporting the employability of SuTPs; and a continued investment in capacity building through complementing it with elements of Farmer Business Schools, supporting the Farmer Field School digital platform, and further strengthening women-led cooperatives.

    This document is based on the findings of a field study conducted jointly by the Food and Agriculture Organziation of the Uninted Nations (FAO) and the Ankara University Development Studies Application and Research Centre (AKÇAM) in 2020. The objective was to identify key challenges faced by seasonal agricultural workers from Syrian and host communities and to develop solutions that can contribute to building resilience against economic shocks and social instabilities, while ensuring that members of these groups fully enjoy fundamental rights including education, health, and decent working and living conditions. The findings are based on (804 administered) surveys, (43) focus group meetings and (114) stakeholder interviews conducted in 11 provinces (destination provinces: Adana, Ankara, Gaziantep, Hatay, Izmir, Kahramanmaras, Konya, Mersin; source provinces: Kilis, Mardin and Şanlıurfa). All figures in tables reflect the sample size, not the entire population.

    FAO, in collaboration with the Ministry of Agriculture in Jordan, and in partnership with IFAD and WFP, launched the project entitled “Enhancing resilient livelihoods and food security of host communities and Syrian refugees in Jordan and Lebanon through the promotion of sustainable agricultural development”. This project is funded by the European Union, through the EU Regional Trust Fund in Response to the Syrian crisis, the EU Madad Fund. The project addresses the reduced livelihood and food security levels in Jordan resulting from the crisis in Syria. It offers to tackle its negative impact on both refugees from Syria and host communities through support to the agriculture sector. This will be done by improving the agricultural productivity and farmers’ incomes, in addition to creating job opportunities for both host communities and displaced Syrians. The project will also promote social protection mechanisms for the benefit of the host farming community. The project also aims at creating adequate agriculture production support systems for vulnerable smallholders that support good agriculture practices and timely response to shocks and rehabilitate the capacity of the agriculture extension systems to be able to respond to the increasing demand for support due to the impact of the Syrian crisis. In addition, the project will support vulnerable smallholders and small family-based agri-food enterprises to increase the productivity and financial feasibility. The brochure will ensure the visibility of FAO and the partners, including the donor. It will provide information on the project and output 1.
