The twenty-seventh session of GFCM was attended by delegates from nineteen of the twenty-three members of the Commission. The Commission reviewed the intersessional activities, particularly the conclusions and advices of the fifth session of the Scientific Advisory Committee (SAC) and of the third session of the Committee on Aquaculture (CAQ). The Commission noted that the regional project proposal entitled “Mediterranean Fishery Statistics and Information Systems” (MEDFISIS) was to be initiated . The Commission also reviewed the status of action taken by Members towards ratifying the amendments to the GFCM Agreement relative to the autonomous budget. The Commission adopted Recommendation 2002/1 on the management of selected demersal and small pelagic species and further endorsed three Recommendations by ICCAT concerning the management of large pelagic species. The Commission established a Joint SAC/CAQ/ICCAT Ad Hoc Working Group on Sustainable Tuna Farming Practices in the Mediterran ean. While adopting the programme of work for SAC and CAQ, the Commission also established a reference framework for the mandate of SAC for the intersessional periods 2003-2004. -

No results found.The seventh session of the General Fisheries Commission for the Mediterranean (GFCM) Scientific Advisory Committee (SAC) was held in Rome, Italy, from 19 to 22 October 2004. It was attended by delegates from nineteen Members of the Commission. The Committee reviewed work by its subcommittees during the intersessional period, appraised scientific activities, formulated advice on fishery management and identified complementary research needs. It agreed on its workplan for 2005. In particular, SAC emphasized the need to ensure the availability of more scientific contributions, data and analysis, as well as a greater coverage of GFCM Geographical Sub-Areas (GSAs). It stressed the need to foster on task-oriented advisory process driven by the Commission and to formulate multidisciplinary management advice, encompassing multispecies fisheries and in conformity with an ecosystem approach. SAC reiterated the importance of identifying indicators and reference points for each fishery and operati onal unit. It strongly advised to refrain expending deepwater fishing operations beyond 1 000-meter depth. The Committee provided additional suggestions for increasing its functional efficiency. It favoured the formalization of the Coordinating meeting of the Sub-Committees and the strengthening of the Joint GFCM/ICCAT Working Group on Large Pelagics through updating its mandate. SAC also called for greater cooperation with the Committee on Aquaculture (CAQ) on selected issues. -

No results found.The ad hoc Meeting of Experts on the Independent Appraisal of the Achievements of the Scientific Advisory Committee (SAC) of the GFCM was held in Rome, Italy, from 27 to 28 August 2003. The meeting was attended by five experts from SAC in their personal capacity and by a specialized consultant. The appraisal stemmed from an initial suggestion from CopeMed that it would be opportune, in the context of the forthcoming entry into force of the GFCM Autonomous budget, to appraise the work of SAC sinc e its inception. This was supported by the Second Coordinating Meeting of the SAC Sub-Committees. At its Sixth Session in 2003, SAC further welcomed the offer made by the Secretariat to undertake an external evaluation of its achievements (19992003). On the basis of the report of the consultant, the Meeting of Experts reviewed and summarized major achievements of SAC and identified strengths and weaknesses of its process. The meeting further suggested considering a number of preliminary options for improving the efficiency of the Committee, placing emphasis on a task-oriented advisory process driven by GFCM management objectives and an enhanced capacity to formulate management advice, based on multispecies assessments and using multidisciplinary reference points, compliant with an ecosystem approach to fisheries.

2012The thirtieth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 9 to 13 July 2012. The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture, and their implementation. The Committee, while stressing the high value of the State of World Fisheries and Aquaculture as a flagship publication, recommended that FAO should provide more support to countries in data collection and quality control, as well as consider a si mpler classification of stock status. The Committee expressed strong support for the standards and norms of the Code of Conduct for Responsible Fisheries and its related instruments and agreed on further effort to facilitate their accessibility and more effective implementation. The Committee agreed on the development of best practice guidelines for traceability. The Committee reiterated its support to FAO’s collaboration with the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the World Trade Organization. The Committee reiterated the request for additional assistance for aquaculture development in Africa and Small Island Developing States. The Committee requested FAO to develop a conformity assessment framework for aquaculture certification guidelines as well as a draft strategy paper including a long-term strategic plan for the Sub-Committee on Aquaculture and emphasized the specific needs for future work. The Committee urged FAO to reinforce it s emphasis on fish as food, ensure that these aspects were not lost in the global and regional frameworks for ocean conservation and management, and assert its leading role in fisheries and aquaculture in ocean governance. The Committee requested FAO to address the issue of hydrocarbon deposits in the oceans and assess possible threats arising from their development. The Committee called for continuous consultation with all stakeholders in the development of the International Guidelines for Secu ring Sustainable Small-Scale Fisheries and agreed on the need to develop implementation strategies for the Guidelines. The Committee agreed that illegal, unreported and unregulated fishing continues to be a persistent and pressing problem adversely impacting on sustainable fisheries and food security. The Committee endorsed the terms of reference for the Ad hoc Working Group for the 2009 FAO Agreement on Port State Measures. The Committee requested to convene the second resumed session of the te chnical consultation on the draft Criteria for Flag State Performance. The Committee reiterated its support for the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels. The Committee agreed that FAO should focus on challenges relevant to its core mandate and must join efforts with partners in better coordination and urged FAO to ensure that fisheries and aquaculture priorities were reflected under the Strategic Objectives. The Committee adopted the revised Rules o f Procedure and endorsed the related changes in current practice. The Committee also approved the Multiyear Programme of Work (MYPOW) 2012–2015.
