Synopsis (short abstract) The objects stated in the EFLA Statutes and the Association's first. achievements clearly have something in common with the purpose and activities of FAO in the field of food law. EFLA. sets out basically to promote a better knowledge of food law and to contribute to the development of this branch of law. Accordingly, it stresses the fact that food law is something both specific and interdisciplinary and that its particular aim is to secure the protection of the consumer. This is brought out by the theme chosen for EFLA's first Congress, held at Parma. The transactions of the Congress form the contents of this volume, the general title being: International Food Standards and National Laws. As agreed between FAO and EFLA, the present publication contains the texts of papers and communications given at the Congress, together with a summary of the discussions that followed. The opinions expressed by the authors are personal and in no way commit FAO. It should also be noted that FAO accepts no responsibility for any involuntary omissions or statements based on incomplete information.

    The development of international food safety standards through the Codex Alimentarius Commission is core to the mission of both FAO and the World Health Organization (WHO). In particular, Codex pesticide Maximum Residue Limits (MRLs) are essential to all farmers engaged in global trade. The FAO/WHO Joint Meeting on Pesticide Residues (JMPR) is a scientific advisory body to the Codex Committees on Pesticide Residues (CCPR) for setting MRLs in food and feed. With the schedule for the JMPR review currently full for the next few years, and in order to meet the increasing demand for Codex MRLs, there was an urgent need to expand the capacity of the JMPR.

    Seafood traceability systems: gap analysis of inconsistencies in standards and norms 2016

    This report identifies and analyses gaps and inconsistencies in the current fish traceability standards and regulations. As a first step in reaching this goal, the key terms in understanding the concept of traceability were explained and this concept was described in connection with related notion. The second step consisted in performing a comprehensive literature review on which the gap analysis of the traceability standards and regulations was built on. The last step in this study was performi ng a content analysis of selected international standards and guidelines, regulatory standards, and industry and NGO non-regulatory standards. By employing this multi-method analysis several awareness, commitment, implementation, technology and standards gaps were identified and described. In addition, specific inter- and intra-institutions inconsistencies were highlighted. Finally, recommendations for governments and stakeholders along the value chain were discussed.

    The regional training workshop on “Enhancing Effective Participation in Codex Activities: developing science-based national positions and contributing scientific data to the Codex standard-setting activities” in Tokyo, Japan was conceptualized in order to final validate the training manual on enhancing the effective participation in Codex activities. This Training Workshop was held on 5-7 December 2018 in Shin-Yurakucho Building, Tokyo, Japan. The activity was jointly organized by the Ministry of Agriculture, Forestry and Fisheries (MAFF) Japan in collaboration with the Food and Agriculture Organization of the United Nations- Regional Office for Asia and the Pacific (FAORAP). A total of thirty six (36) participants were personnel from nine ASEAN countries’ agencies mainly responsible for food safety control, food standard development, and international food standards, as well as, personnel from MAFF of Japan and Ministry of Health, Labour and Welfare (MHLW) of Japan in the three-day training workshop. This document reports on this training workshop. The workshop evaluation results shown that participants gave an excellent rating as to the quality of the workshop in general. Participants were appreciative of the mock session as this provided them with the knowledge and experience on how to effectively and actively participate in Codex sessions as well as how to develop negotiation skills through a simulation of a real Codex Committee session.
