Synopsis (short abstract) A regional workshop was held in Barbados on 19-21 January 2016 and was attended by thirteen countries (mostly Caribbean Island states), two EU overseas territories, and four regional organizations. This workshop was a cornerstome milestone of the action on “Strengthening national data collection and regional data sharing through FIRMS to support priority regional fishery management plans in the WECAFC area”, funded by EU-DG MARE. The workshop intended to be innovative, addressing the entire data value adding chain from national data collection, through data sharing and analysis at regional level, up to the dissemination of assessment results to the broader public through FIRMS reports. The chosen approach placed the question of statistical data collection (the WHAT) and regional data sharing (the HOW) in respect of the final use (the WHY). The workshop reviewed existing situation regarding current practices, issues and gaps in data collection, processing and dissemination at national l evel. Through prioritization sessions, recommendations were made for achieving the RDB in support to stock assessment and fishery management plans. Practical follow-up actions and road map building as much as possible on existing frameworks and collaborations were endorsed by the participants, with proper identification of responsibilities, resources and time frames. As part of these, recommendations were formulated to ventilate statistics/data/IT related ToRs across existing Species WECAFC-CRF M-OSPESCA working groups and the need for an ad’hoc transversal working group was endorsed by the workshop.

    The CECAF–FIRMS workshop on resources and fisheries inventories was held in Accra, Ghana, from 7 to 9 December 2009. Its goals were to validate the inventory of fisheries and marine resources (requested from participants before the meeting) and to deliver training and start a capacity-building process on the FIRMS workflow. Approaching the CECAF member countries directly implied the need to establish a protocol for disseminating national information through the FIRMS partnership. Representatives from 15 member countries (Angola, Benin, Congo, the Democratic Republic of the Congo, Gabon, the Gambia, Ghana, Guinea, Liberia, Mauritania, Morocco, Nigeria, Senegal, Spain and Togo) and the Fishery Officer from the Regional Office for Africa participated in the workshop. The workshop was successful in advancing the validation of the work done for some of the countries, training some representatives for future delivery of the work, and establishing a network for future collaboration for the re maining ones. A protocol was drafted for the delivery of national information on fisheries through the FIRMS partnership and under the CECAF umbrella. The workshop recommended that the reporting on the state of marine resources at the regional level be maintained under full CECAF ownership. The possibility of national contributions on marine resources is a process that should take place under the aegis of the Scientific Sub-Committee.

    Part one of this report provides a summary of the proceedings of the Second Meeting of the WECAFC Ad Hoc Flyingfish Working Group heldat the Cave Hill Campus of the University of the West Indies (UWI), Barbados, from 8 to 12 January 2001. The results of the meeting revealed that there were residual deficiencies in the national data collection systems that will require further corrective action before standardization at the subregional level can be achieved. The group considered this req uirement vital to the development of a workable management regime. The group was cautious in formulating firm recommendations to establish regional cooperation in research and management. It therefore recommended that in light of the need for further adjustments in the existing data and or collection systems a ‘generic draft’ outline of a Sub-regional Flying Fish Management Plan (SFFMP) should be mooted for comments from the WECAFC Scientific Advisory Group. The second part of the report as sembles the full Managers’ Reports on the preliminary analyses and attempts at standardization of their flyingfish data sets. Six National Reports on the Social and Economic Status of Commercial Flyingfish Fishery are included in addition to Summaries of both sets of reports.
