    African swine fever (ASF) is a devasting haemorrhagic viral disease affecting domestic and wild pigs. Outbreaks of ASF result in massive losses of swine and pork products, and have economically catastrophic consequences in countries with a developed commercial pig farming sector. The only means to control the disease is through the elimination of infected pig populations and strict control of the movement of animals and pork products. ASF is endemic in most of sub-Saharan Africa. Since ASF’s emergence in Georgia in 2007, the disease has spread to many countries in Europe. In August 2018, ASF was first detected in Asia . The disease was reported in China, the country with the world’s largest inventories of domestic pigs. China is also the world’s leading consumer of pork meat. In Europe and Asia, wild boar have become an epidemiological reservoir for the virus, as the species can contract, carry and spread ASF. Similar to the situation in Europe, there is a heightened risk of ASF endemicity in East and Southeast Asia and further progressive global spread, with unpredictable consequences. FAO supports member countries in ramping up prevention and preparedness efforts and response to outbreaks, to prevent further spreading of the disease.

    This booklet provides guidance on prevention, detection and control of African swine fever (ASF) in resource-limited settings. It is designed primarily for places where ASF is endemic with few or no prospects of eliminating the disease, and places at high risk of incursion. The guide is divided into five sections. The first covers key aspects of the disease that can be exploited when developing prevention and control programmes, even when resources are limited. The next three sections provide suggestions on simple, low-cost measures for ASF prevention, early warning and detection, and control that have been shown to work in these settings. The last section considers ways that communities can work together to manage ASF, as well as the role of public-private partnerships in this process. Animal health is not just the responsibility of government veterinary services or individual producers. It also involves local communities, feed suppliers, pig traders and processors, and animal health workers at community level. By working together, with the help of the knowledge contained in this guide, we can ensure that the devastation caused by ASF can be minimized, even in places where resources to prevent and control the disease are scarce.

    African swine fever (ASF) is a highly fatal infectious disease of domestic and wild pigs of all breeds and ages with no effective vaccine or treatment. The incursion of ASF into Asia and the Pacific region has been a major concern as the region is the major pig production area, which produces over 58 percent of pigs globally (FAOSTAT). The concerns, therefore, are growing for its impacts on food security and economics as the virus is expanding towards more areas and countries in the region. As the disease continues to expand into new territories, preparedness and control activities need to be constantly adjusted to adapt to situations observed in the field that may be contrary to what was expected based on international standards or experiences from other parts of the world. National veterinary services face challenges in these complex situations, and so regional and international support is needed to fill capacity gaps required for ASF control and to facilitate dialogue among key stakeholders. Through various regional and national consultation meetings, affected countries have requested technical support to make available relevant technical guidelines for ASF control that are practical especially for smallholder pig farmers in the context of Asia (SO5). This [Culling and disposal of pigs in an ASF outbreak] is the second of the series of the “Guidelines for African swine fever (ASF) prevention and control in smallholder pig farming in Asia” which provides guidance on planning and conducting pig culling and disposal operations in smallholder setting including other relevant actions, such as cleaning and disinfection of premises in the event of an ASF outbreak.
