Synopsis (short abstract) COVID-19-induced disruptions to trade, logistics and market flows are making it difficult to maintain the stability of agrifood supply, demand and operations across Europe and Central Asia. Since early April, FAO has been conducting rapid weekly surveys to monitor and assess the effects of the COVID-19 pandemic on agrifood value chains in certain programme countries. Of major concern is the decline in food trade volumes due to logistics disruption, export restrictions, tighter health and safety regulations and border controls, dwindling demand, and fewer sales by small producers. Data collected in June and July 2020 suggest that the pandemic has had implications for transportation, storage, sales, the labour market and the availability of inputs in most countries. COVID-19 has substantially affected the financial situation of agrifood supply-chain operators, shrinking their economic options and triggering undesirable survival strategies to cope with the financial shock, including the sale of productive assets. This action sheet presents FAO's COVID-19 Response and Recovery Programme's key priority area of "Trade and food safety standards" for Europe and Central Asia.

    Even before the COVID-19 crisis, efficient access to major domestic and international markets for agricultural inputs and food products was a challenge in most of the countries across Europe and Central Asia, as evident in the low levels of intraregional trade. The situation has worsened in recent months as the pandemic has spread. Agrifood value-chain disruptions are altering the patterns of the food supply and availability and changing the way markets operate. Countries’ ability to adapt to the new trading environment will influence their recovery. Solutions are needed to revive and facilitate intra-and interregional trade, enhance market infrastructure, boost connectivity and create an enabling policy and regulatory environment.

    Europe and Central Asia: Regional food market situation and policy bulletin in response to the COVID-19 pandemic 2020

    Based on the FAO’s latest forecast, world cereal production in 2020 is set at 2 790 million tonnes, which would surpass the record high reached in 2019 by as much as 3 percent (81.3 million tonnes) and which would be 5 percent above the five-year average from 2015–2019. The forecast is based on near-average supply prospects in the new season, which, however, remain uncertain due to possible climatic shocks and the ongoing COVID-19 pandemic impact. In many parts of the world, local markets are bracing for the looming impacts of COVID-19 amid uncertainties related to demand, logistics and even access to food. Close monitoring of the market will be necessary for the next several months.
