Synopsis (short abstract) Mongolia’s traditional livestock husbandry takes place on vast state-owned rangelands that cover about 70 percent of the country’s territory. The sector provides the main source of income for nearly one fifth of the population and plays a central role in rural livelihoods and national food systems. However, since the 1990s rapid herd growth and unsustainable grazing practices have placed increasing pressure on fragile ecosystems. The national herd has expanded far beyond the natural carrying capacity of pastureland, contributing to land degradation and desertification. These challenges are compounded by climate change, which in Mongolia is progressing at more than the global average rate. Rising temperatures, more frequent droughts and severe winter conditions threaten livestock survival, food security and the well-being of herder families. At the same time, livestock production is the largest source of greenhouse gas emissions in the country, making the sector both vulnerable to and responsible for climate change impacts. To address these interconnected challenges, the Government of Mongolia has set long-term strategies in key policy frameworks, including Vision 2050, the Nationally Determined Contribution and the National Adaptation Plan. In 2020, the Parliament adopted the Law on Livestock Tax, which entered into force in 2021. The law was introduced to encourage more efficient herd management, stabilize livestock numbers and generate revenue for improved pasture use and animal productivity. Building on early lessons, reforms to the law are now under consideration, alongside new legislation to reduce the negative impacts of climate change on traditional animal husbandry.

    One hundred scientists, economists and policy experts participated in a three-day expert meeting (EM) to engage in a high-level, globally oriented, and multidisciplinary scoping of topics that climate change to land use and food security. The EM was structured around five themes: climate impacts and human-directed drivers of land change and linkages to food security; mitigation and adaptation options; and policies for resource management, smallholder resilience, mitigation and food and nutrition security. The present report offers a comprehensive synthesis of the EM findings and conclusions reflecting the collective view participants and external reviewers. The report is a valuable source for the IPCC above-mentioned Special Report, especially in relation to food security, as well to researchers and policy makers concerned with the policy implication of food security in relation to post-Paris climate action and Agenda 2030.

    Zimbabwe is advancing climate change adaptation in its livestock sector, with key strategies reflected in both its initial and updated nationally determined contributions (NDCs). Although various climate-smart practices are already being implemented through livestock support programs, their contributions to adaptation and mitigation remain largely undocumented, resulting in their omission from the NDCs. To address this, the Department of Livestock Research has introduced a Tier 2 greenhouse gas (GHG) inventory for cattle, allowing for more accurate assessments of mitigation potential and informing the 2025 NDC update. This report brings together insights from literature reviews, policy analysis, and stakeholder consultations to evaluate the current policy landscape for livestock-related climate action. It highlights the sector’s growing vulnerability to climate change, including feed scarcity, disease outbreaks, and declining productivity. The report identifies key policy gaps and stresses the importance of capacity building, data-driven planning, and inclusive engagement to enhance climate resilience and reduce emissions in the livestock sector.
