Synopsis (short abstract) The Republic of Maldives, where fishing is a major industry, has a fleet of about 5500 traditional fishing craft. Most of them are in the 8-15 m range in length. As these craft, built with local and imported timber, are not coated with antifouling paints or sheathed to protect the timber, they are hauled on to the beach at least once a month for scraping of the hull and application of protective oil. Traditionally, the boats are hauled on to the beach by 50-80 men and women pulling the ends of a rope attached to the stern and the sides of the boat. With labour becoming scarce in the atolls because of migration to tourist resort islands in search of more remunerative work, the Ministry of Fisheries and Agriculture of the Maldives (MOFA) requested the Bay of Bengal Programme (BOBP) to develop simple low-cost manual hauling devices which would help to reduce the hauling crew. This paper documents the devices developed and the favourable reactions of the local fisherfolk. This paper i s the result of contributions made by MOFA staff, BOBP staff, Varuna Construction and Design Company, Madras, and all those who regularly hauled the boats on to the beach during trials in Madras, and the fisherfolk of the Maldives, both men and women, who participated in the trials.

    This report gives an account of the successful attempts to develop and introduce a new type of outrigger canoe for the benefit of small-scale fisherfolk in Shri Lanka, who had been traditionally using dugouts called orus. It summarizes the activities of canoe construction and training of carpenters, demonstration, fishing and long-term fishing trials and discusses the impact and prospects for further development. The work was undertaken from late 1988 till early 1993 as a subproject under BOBP’s “Small-Scale Fisherfolk Communities” project GCP/RAS/l 18/MUL. The Boatbuilder Consultant assisting in construction of prototype canoes and training of carpenters was O Gulbrandscn, from Norway.

    Small Offshore Fishing Boats in Sri Lanka - BOBP/REP/61 1993

    The Bay of Bengal Programme (BOBP) was invited in the early Eighties by the Shri Lankan Ministry of Fisheries to evaluate the offshore fisheries and the fishing craft being used in it. The evaluation was done by a consultant, O Gulbrandsen, Naval Architect. Subsequent to this evaluation, BOBP helped to develop and introduce two small multiday offshore fishing boats, the SRL-34 and the SRL-15. When Shri Lankan fishermen began fishing further offshore, more and more boats began to disappear a t sea. The BOBP was requested to provide assistance for studying the reasons for the disappearances and to help in making recommendations for the development of search-and-rescue facilities for the island’s fishermen. A consultant (U Hallberg) studied the facilities available and prepared a report which was submitted to the Ministry of Fisheries. Similarly, another consultant (E Dahle) studied the safety aspects of boat construction and prepared a draft of regulations for consideration by the Mi nistry. This report summarizes BOBP’s assistance provided in offshore fishing boat development and related safety-at-sea aspects. The work started under the SIDA funded project “Development of Small-scale Fisheries” GCP/RAS/040/SWE and was concluded under “Small-scale Fisherfolk Communities” GCP/RAS/l18/MUL funded jointly by DANIDA and SIDA.

    The Hilsa is the main marine fish captured in Bangladesh. and the Meghna River is the centre of this fishery. Bhola Island. off the east shore of the Meghna, is the home of thousands of fisherfolk who rely on Hilsa for their survival. They mainly use chandi boats in this fishery. This report describes the evolution of the motorization of the chandi boat, in Bhola, between 1980 and 1903. It includes information on the project sponsored by the Danish International Development Agency (DANIDA) and developments in the private sector. The Bay of Bengal Programme’s (BOBP) involvement during this period, supporting project implementation and monitoring the project, permits a technosocioeconomic analysis. which is also part of the report.
