委员会：
Ÿ 建议粮农组织为区域林业委员会的工作增拨资金及增加支持，包括为此目的加强粮农组织的区域办事处（第13段）。
Ÿ 建议各区域林业委员会在其今后的工作中处理以下主要问题：a)林火管理方面的合作；b)区域森林政策对话；c)林业对脱贫和实现千年发展目标的贡献；d)环境服务估价；e)与入侵物种的威胁作斗争；f)森林与水；g)非法伐木及相关的林产品贸易；h)提高林业在政治议程上的重要性（第14段）。

委员会：

SITUACI�N DE LOS BOSQUES DEL MUNDO (SOFO 2005) (Tema 4)
10. El Sr. M. Hosny El-Lakany, Subdirector General del Departamento de Montes de la FAO, hizo una breve presentaci�n de la sexta edici�n de la Situaci�n de los bosques del mundo 2005 (SOFO), de la que se hab�an distribuido copias en cinco idiomas. El Subdirector General se�al� que se agradecer�an comentarios sobre la publicaci�n e invit� a los miembros del Comit� a que hicieran propuestas en relaci�n con la SOFO 2007. El Comit� observ� la especial importancia del tema de esta edici�n (La obtenci�n de los beneficios econ�micos de los bosques). Adem�s, destac� el hecho de que se hubiesen tratado varios temas de inter�s fundamentales, como las oportunidades y desaf�os relacionados con el incremento de los beneficios econ�micos de los bosques, las experiencias y las ense�anzas extra�das respecto del incremento de los beneficios de la agrosilvicultura, los aspectos econ�micos de la dendroenerg�a, las especies invasoras, y los v�nculos entre los conflictos violentos y las regiones boscosas en muchas partes del mundo. Asimismo tom� nota de la participaci�n de varios colaboradores externos en la preparaci�n de la SOFO y felicit� al Departamento de Montes por haber seguido este m�todo.
COMISIONES FORESTALES REGIONALES EN ACCI�N (Tema 5)
11. El Comit� convino en que las comisiones forestales regionales son un componente vital de la labor de la FAO y constituyen un mecanismo eficaz para potenciar la cooperaci�n regional y subregional y respaldar los esfuerzos de los Estados Miembros para poner en pr�ctica la ordenaci�n forestal sostenible. Las comisiones facilitan el intercambio de experiencias y lecciones aprendidas, contribuyen a la creaci�n de capacidad, brindan apoyo a redes de trabajo sobre cuestiones de importancia regional, fortalecen la capacidad de los pa�ses para participar de manera efectiva en los foros internacionales sobre pol�ticas relacionadas con el sector forestal, y fortalecen los v�nculos entre los procesos nacionales, regionales y mundiales.
12. El Comit� alent� a la FAO a que, en colaboraci�n con los Estados Miembros y otros asociados, adopte medidas con objeto de aplicar las recomendaciones formuladas por las seis comisiones forestales regionales de la FAO en sus reuniones de 2004 y las realizadas en las reuniones recientes del Cuadro de expertos en recursos gen�ticos forestales, la Comisi�n Internacional del �lamo y el Comit� Asesor sobre el Papel y los Productos Madereros.
13. El Comit� recomend� que la FAO incremente la asignaci�n de recursos y el apoyo a la labor de las comisiones forestales regionales, incluso fortaleciendo con este prop�sito las oficinas regionales de la Organizaci�n.
14. El Comit� recomend� que las comisiones forestales regionales aborden, entre otras, las siguientes cuestiones fundamentales en el futuro: a)�la colaboraci�n en el manejo de los incendios forestales; b)�el di�logo regional sobre pol�ticas forestales; c)�la contribuci�n de la silvicultura a la reducci�n de la pobreza y la consecuci�n de los objetivos de desarrollo del Milenio; d)�la evaluaci�n de los servicios ambientales; e)�la lucha contra la amenaza de las especies invasivas; f)�los bosques y el agua; g)�la extracci�n y el comercio ilegales de productos forestales; h)�el incremento de la importancia de la silvicultura en el programa pol�tico.
15. El Comit� apreci� los logros de los grupos de trabajo regionales y tem�ticos establecidos por las comisiones forestales regionales respecto de cuestiones como el manejo de incendios forestales, el problema de las especies invasivas, la ordenaci�n de la fauna silvestre y la carne de caza, la capacitaci�n forestal y la corta ilegal de madera, y recomend� que estos grupos de trabajo se utilicen para seguir facilitando la adopci�n de medidas y el di�logo a nivel regional y subregional.
16. El Comit� recomend� que las comisiones forestales regionales sigan promoviendo la aplicaci�n nacional de las propuestas de acci�n del Grupo intergubernamental sobre los bosques (GIB) y el Foro intergubernamental sobre los bosques (FIB) y proporcionando informaci�n sobre los avances en relaci�n con el di�logo internacional sobre cuestiones forestales. Se consider� que, en este sentido, las comisiones forestales regionales desempe�an una funci�n especialmente �til para los pa�ses m�s peque�os que no est�n en condiciones de participar en todos los foros mundiales sobre los bosques.
17. El Comit� recomend� que las comisiones forestales regionales establezcan sinergias con otros procesos y organizaciones de car�cter regional e internacional con objeto de incrementar el n�mero de actividades intersectoriales, evitar duplicaciones, llenar los vac�os y maximizar los resultados.
18. El Comit� recomend� que las comisiones forestales regionales sigan proporcionando el marco para la realizaci�n eficaz de estudios regionales de perspectivas del sector forestal.
19. El Comit� recomend� que las comisiones forestales regionales correspondientes brinden mayor apoyo a los pa�ses con cubierta forestal reducida (PCFR) para la aplicaci�n de medidas relacionadas con el Proceso de Teher�n.
20. El Comit� inst� a la FAO a apoyar la reactivaci�n del Comit� CFFSA/CFE/CFCO sobre Cuestiones Forestales del Mediterr�neo “Silva Mediterranea”.
NECESIDADES Y OPORTUNIDADES DE COOPERACI�N INTERNACIONAL PARA AFRONTAR LOS INCENDIOS�FORESTALES (Tema 6)
21. El Comit� manifest� su agradecimiento a la FAO por haber incluido la cuesti�n de los incendios forestales en el programa del per�odo de sesiones en curso del Comit� de Montes y en el de la Reuni�n Ministerial sobre Bosques, que se celebr� en la FAO el 14 de marzo de 2005.
22. El Comit� elogi� a la FAO por la nota de la Secretar�a y se�al� al mismo tiempo que se podr�a haber hecho mayor hincapi� en las distintas funciones desempe�adas por los incendios en los distintos tipos de bosques, subrayando que, aunque en las regiones boreales el fuego se utiliza a menudo como un instrumento para la regeneraci�n de los bosques, muchos incendios de los bosques tropicales, a pesar de que suelen controlarse o manejarse, pueden tener efectos irreversibles a largo plazo para la conservaci�n de los ecosistemas forestales y de la biodiversidad, a falta de buenos programas de regeneraci�n.
23. El Comit� observ� que muchos pa�ses tienen una compleja variedad de valores sociales, econ�micos y ambientales en relaci�n con zonas naturales especialmente expuestas a incendios que necesitan protecci�n contra el fuego.
24. El Comit� subray� el hecho de que, si bien el fuego constituye un importante proceso ecol�gico e instrumento de ordenaci�n de tierras, tambi�n puede tener efectos sociales, econ�micos y ambientales negativos y puede contribuir a la degradaci�n de los bosques, por lo que representa, al mismo tiempo, un instrumento �til y una amenaza grave para la ordenaci�n forestal sostenible.
25. Se destacaron el v�nculo entre los incendios forestales y el cambio clim�tico mundial y los v�nculos entre la lucha efectiva contra los incendios forestales, la reducci�n de la pobreza y la conservaci�n de la biodiversidad. Se mencionaron problemas espec�ficos relacionados, entre otras cosas, con los campos de refugiados; la existencia de minas terrestres; los incendios, la bruma y el humo transfronterizos; y el riesgo de incendios causados por el sector agr�cola.
26. El Comit� tom� nota de que la cuarta Conferencia internacional sobre incendios forestales se celebrar�a en Espa�a en 2007.
27. El Comit� observ� que un manejo de incendios efectivo requiere una labor de prevenci�n, en particular mediante la educaci�n p�blica, la preparaci�n, la supresi�n y la rehabilitaci�n. Asimismo, se�al� que la participaci�n de los interesados y la lucha contra los incendios forestales de base comunitaria son componentes esenciales de una estrategia de ordenaci�n forestal efectiva.
28. Asimismo, el Comit� se�al� que el manejo de incendios constituye una responsabilidad nacional. Adem�s, exhort� a la FAO a promover una mayor cooperaci�n internacional en materia de incendios forestales y pidi� a la FAO que, en colaboraci�n con los pa�ses y otros asociados internacionales (incluida la Estrategia internacional para la reducci�n de desastres de las Naciones�Unidas), elabore una estrategia para reforzar la cooperaci�n internacional en el �mbito de los incendios forestales. El Comit� indic� que los pa�ses dispuestos a cooperar en dicho �mbito podr�an utilizar el modelo de cooperaci�n internacional en materia de lucha contra los incendios forestales presentado en la Cumbre internacional sobre incendios forestales celebrada en Australia en 2003.
29. El Comit� elogi� a la FAO por la labor que estaba llevando a cabo en relaci�n con el manejo de incendios forestales, en particular respecto del intercambio de informaci�n y experiencias, la capacitaci�n, la movilizaci�n de asociados y el apoyo a las redes regionales y subregionales relacionadas con los incendios forestales.
30. El Comit� tom� nota de las diferentes opiniones sobre la propuesta de que la FAO facilitara la elaboraci�n de un acuerdo internacional sobre los incendios forestales.
31. El Comit� concluy� que es vital reforzar los mecanismos existentes de colaboraci�n en materia de incendios forestales y que los acuerdos bilaterales y regionales existentes constituyen una base adecuada para la cooperaci�n internacional.
32. El Comit� pidi� a la FAO que proporcione apoyo a los pa�ses para preparar y consolidar sus sistemas nacionales de manejo de incendios y cree la capacidad t�cnica y operacional necesaria para participar en una cooperaci�n internacional efectiva.
33. El Comit� recomend� que la FAO potencie su funci�n en el manejo del fuego mediante los siguientes procedimientos, entre otros: i)�promoviendo el manejo del fuego en el contexto de un enfoque integrado de la ordenaci�n forestal, ii)�fomentando la conciencia de que la ordenaci�n forestal constituye un medio eficaz de prevenci�n de incendios, iii)�subrayando la importancia del fuego como instrumento de ordenaci�n, tanto en la agricultura como en la silvicultura, iv)�prestando apoyo t�cnico para mejorar la ordenaci�n de la carga de combustible en los bosques, v)�ayudando a preparar y ejecutar programas de capacitaci�n, educaci�n y concienciaci�n sobre la lucha contra los incendios forestales, especialmente en el plano local, y vi)�redoblando sus esfuerzos por obtener y gestionar informaci�n sobre el manejo de incendios forestales y difundiendo esa informaci�n, especialmente a nivel regional y subregional.
34. El Comit� tom� nota de las necesidades especiales que se presentar�an a los pa�ses en desarrollo en el �mbito del manejo de incendios forestales y recomend� que dichos pa�ses incluyan el manejo de incendios forestales en su di�logo con los organismos de asistencia internacional de los pa�ses desarrollados, con el Banco Mundial y con los bancos regionales de desarrollo.
35. El Comit� recomend� asimismo que la FAO informe en la quinta reuni�n del Foro de las Naciones Unidas sobre los Bosques de la importancia que se ha asignado a la cooperaci�n internacional en materia de manejo de incendios forestales en la Reuni�n Ministerial sobre Bosques y en el 17��per�odo de sesiones del COFO.
CONTRIBUCI�N DE LOS BOSQUES A LOS OBJETIVOS DE DESARROLLO
DEL MILENIO (Tema 7)
36. El Comit� reconoci� la funci�n vital de los bosques, de los �rboles fuera de los bosques y de la ordenaci�n forestal sostenible en el cumplimiento de los compromisos contenidos en la Declaraci�n del Milenio de las Naciones Unidas, incluidos los objetivos de desarrollo convenidos internacionalmente, y subray� la necesidad de intensificar los esfuerzos para poner de manifiesto esta importante contribuci�n.
37. En este contexto, el Comit� reconoci� la funci�n activa de la FAO para demostrar la importancia de los bosques en el logro de los objetivos de desarrollo y acogi� favorablemente su labor sobre unas directrices para incrementar la contribuci�n de la silvicultura a la mitigaci�n de la pobreza y a la seguridad alimentaria.
38. El Comit� tom� nota tambi�n de que el actual programa de trabajo de la FAO contribuye de manera significativa a la consecuci�n de dichos objetivos de desarrollo.
39. El Comit� recomend� que la FAO incremente su apoyo t�cnico a los pa�ses para integrar los programas forestales nacionales en sus respectivos documentos de estrategia de lucha contra la pobreza y otras estrategias nacionales para el desarrollo y exhort� a la FAO a promover la contribuci�n de los bosques al desarrollo rural.
40. El Comit� recomend� que la FAO incremente su asistencia t�cnica a los pa�ses para mejorar los sistemas de gesti�n, reforzar los marcos institucionales y promover una ordenaci�n forestal sostenible basada en la participaci�n de las comunidades.
41. El Comit� recomend� que la FAO, junto con otros miembros de la ACB, intensifique sus actividades de recopilaci�n, an�lisis y difusi�n de datos pertinentes sobre los bosques con el fin de demostrar la contribuci�n de los bosques a los objetivos de desarrollo y promover la concienciaci�n a ese respecto, as� como de velar por la armonizaci�n efectiva de los mecanismos de presentaci�n de informaci�n conexos.
42. Asimismo, el Comit� pidi� a la FAO que ayude a sus Estados Miembros a cuantificar y captar los valores econ�micos de los servicios ambientales de los bosques.
43. El Comit� recomend� adem�s que la FAO preste asistencia a los pa�ses en sus esfuerzos por mejorar la cooperaci�n intersectorial y la coordinaci�n a nivel nacional.
44. El Comit� recomend� que la FAO realice una importante contribuci�n relacionada con los bosques a la Cumbre para el examen de los objetivos del Milenio que se celebrar� en las Naciones�Unidas, en Nueva York, en septiembre de 2005.
45. El Comit� se�al� los estrechos v�nculos entre los objetivos de desarrollo y las propuestas de acci�n del Grupo intergubernamental ad hoc sobre los bosques (GIB) y del Foro intergubernamental sobre los bosques (FIB) con miras a lograr la ordenaci�n forestal sostenible.
46. El Comit� tom� nota de que el XXII�Congreso Mundial de la IUFRO se celebrar�a en Brisbane (Australia) en agosto de 2005 e invit� a todos los miembros a participar activamente en dicho evento.
DECISIONES DE LOS �RGANOS RECTORES DE LA FAO DE INTER�S
PARA EL COMIT� (Tema 8)
47. El Comit� tom� nota de las recomendaciones formuladas en el 32��per�odo de sesiones de la Conferencia de la FAO y en el 124� y el 127� per�odos de sesiones del Consejo de la FAO, en particular las que se refer�an a la labor de la Organizaci�n con miras a facilitar los esfuerzos de los pa�ses por cumplir los compromisos contenidos en la Declaraci�n del Milenio de las Naciones�Unidas, incluidos los objetivos de desarrollo acordados internacionalmente, y por poner en pr�ctica una ordenaci�n forestal sostenible; a fortalecer las capacidades nacionales, y a respaldar los procesos forestales internacionales.
48. El Comit� tom� nota tambi�n de las recomendaciones relacionadas con el sector forestal que se hab�an formulado en las Conferencias Regionales de la FAO celebradas en 2004.
CONFIGURACI�N DE UN PROGRAMA DE ACCI�N DE LA FAO PARA
EL SECTOR FORESTAL (Tema 9)
49. El Comit� recomend� que la FAO siga realizando estudios de perspectivas sobre el sector forestal a nivel mundial y regional, en lo posible cada cinco a�os, en apoyo de la planificaci�n de estrategias nacionales.
50. El Comit� convino en que la bioenerg�a, incluida la le�a, constituye una cuesti�n importante y apoy� plenamente la adopci�n de un enfoque integrado al abordar las cuestiones relacionadas con la misma.
51. El Comit� pidi� que la FAO contin�e desempe�ando su funci�n de liderazgo en la Asociaci�n de Colaboraci�n en materia de Bosques (ACB). Se felicit� ante los esfuerzos de la ACB por examinar c�mo se podr�a reforzar su funci�n en el marco de un futuro acuerdo internacional sobre los bosques con objeto de acelerar la puesta en pr�ctica sobre el terreno de la ordenaci�n forestal sostenible y de contribuir a la consecuci�n de los compromisos pertinentes contenidos en la Declaraci�n del Milenio de las Naciones Unidas, incluidos los objetivos de desarrollo internacionalmente acordados.
52. El Comit� recomend� que la FAO contin�e prestando asistencia t�cnica a los Estados Miembros para mejorar las pol�ticas y pr�cticas de ordenaci�n forestal, entre otras cosas, con el fin de aplicar el mecanismo para un desarrollo limpio del Protocolo de Kyoto.
53. El Comit� recomend� que la FAO mantenga su apoyo a las redes nacionales y regionales de lucha contra los incendios, los insectos y las enfermedades, en colaboraci�n con las organizaciones pertinentes, tales como la Estrategia internacional para la reducci�n de desastres (EIRD) de las Naciones Unidas y la Red mundial contra los incendios forestales, y pidi� asimismo que la FAO colabore con sus asociados en el establecimiento de directrices voluntarias sobre la prevenci�n y supresi�n de los incendios forestales y la recuperaci�n de las �reas afectadas.
54. El Comit� apoy� firmemente la permanente atenci�n prestada por la FAO al asesoramiento t�cnico, al fortalecimiento de la capacidad y a la difusi�n de conocimientos sobre las mejores pr�cticas, en particular en �mbitos tales como los bosques plantados y los �rboles situados fuera de los bosques.
55. El Comit� recomend� que la FAO conceda prioridad a ciertos temas fundamentales contenidos en sus programas, en particular los bosques y el agua; los bosques y el cambio clim�tico; los bosques, la lucha contra la desertificaci�n y detener la degradaci�n de las tierras; los bosques y la sequ�a; los bosques y la bioenerg�a; los bosques y la diversidad biol�gica; la agroforester�a; los bosques y la mitigaci�n de la pobreza y la seguridad alimentaria, as� como la silvicultura participativa y los medios de vida sostenibles.
56. El Comit� apoy� el plan de trabajo de la FAO relativo a la conservaci�n de los bosques y los ecosistemas fr�giles y las especies invasivas.
57. El Comit� pidi� a la FAO que incremente su ayuda a los pa�ses para elaborar y ejecutar programas forestales nacionales, en asociaci�n con el Mecanismo para los programas forestales nacionales.
58. El Comit� subray� la necesidad de acuerdos sobre pol�ticas y sistemas institucionales que fomenten la participaci�n de la sociedad civil en la adopci�n de decisiones relativas a los bosques y mejoren la cooperaci�n intersectorial. A este respecto, pidi� a la FAO que ayude a los pa�ses a incorporar mejor la silvicultura en las estrategias de reducci�n de la pobreza, a reforzar la aplicaci�n de la legislaci�n forestal, incluyendo la fauna silvestre afectada, y a fortalecer la capacidad para realizar evaluaciones forestales nacionales y establecer sistemas de informaci�n sobre bosques.
59. El Comit� pidi� a la FAO que refuerce sus actividades en el �mbito del seguimiento, la evaluaci�n y la presentaci�n de informes sobre bosques y que intensifique la asistencia a los pa�ses para la realizaci�n de actividades en dicho �mbito. Adem�s, pidi� a la FAO que persista en su empe�o por vincular la evaluaci�n de los recursos forestales mundiales con la presentaci�n de informaci�n sobre los criterios e indicadores para la ordenaci�n forestal sostenible.
60. El Comit� pidi� a la FAO que contribuya a reducir al m�nimo la duplicaci�n en la presentaci�n de informes sobre los bosques a nivel internacional y a reducir, de este modo, la carga que estos informes suponen para los pa�ses, colaborando con otros miembros de la ACB a fin de proseguir la elaboraci�n de un marco informativo sobre la presentaci�n de informes relativos a los bosques.
61. El Comit� pidi� que la FAO prosiga su labor, en colaboraci�n con otros organismos, de clarificaci�n de conceptos fundamentales en materia de silvicultura y armonizaci�n de la terminolog�a relacionada con los bosques.
62. El Comit� pidi� que la FAO asigne mayores recursos en su programa de trabajo para las actividades de las comisiones forestales regionales.
XIII CONGRESO FORESTAL MUNDIAL (Tema 10)
63. El Comit� tom� nota de los resultados del XII�Congreso Forestal Mundial, celebrado en la ciudad de Qu�bec en septiembre de 2003, y elogi� calurosamente al Gobierno del Canad� y a la FAO por la exitosa realizaci�n de dicho evento.
64. El Comit� observ� que en julio de 2004 el Director General hab�a invitado a los gobiernos interesados en hospedar el XIII Congreso Forestal Mundial a que comunicaran oficialmente a la Organizaci�n su voluntad en este sentido.
65. En respuesta a esta invitaci�n, dos pa�ses presentaron ofrecimientos oficiales: Panam� y Argentina. El Comit� tom� nota de ambos ofrecimientos y recomend� que las propuestas de Panam� y Argentina de hospedar el XIII Congreso Forestal Mundial se remitan al Consejo de la FAO para que las examine en su 128� per�odo de sesiones, en junio de 2005.
CONTRIBUCI�N DEL SECTOR FORESTAL A LA RECONSTRUCCI�N Y REHABILITACI�N DESPU�S DEL TSUNAMI (Tema 11)
66. El Comit� acogi� con satisfacci�n la asistencia prestada por la FAO a los pa�ses afectados por el tsunami que se produjo el 26 de diciembre de 2004 en el Oc�ano �ndico y recomend�, a este respecto, que redoblara sus esfuerzos relacionados con la silvicultura. El Comit� alent� a la FAO a desempe�ar una funci�n preponderante por medio de sus oficinas regionales en las actividades de rehabilitaci�n relativas a los bosques, en colaboraci�n con los pa�ses, las organizaciones internacionales y regionales y las ONG, y a promover un enfoque integrado de la ordenaci�n de las zonas costeras y los medios de vida en todos los sectores.
