ABSTRACT

This document contains the report of the Technical Consultation to draft a legally-binding instrument on port State measures to prevent, deter and eliminate illegal, unreported and unregulated fishing. The Consultation was held in four sessions at FAO headquarters, Rome, from 23–27 June 2008, 26–30 January 2009, 4–8 May 2009 and 24–28 August 2009. The Consulation was convened by the Director General of the Food and Agriculture of the United Nations upon the recommendation of the twenty-seventh session of the FAO Committee on Fisheries. The Technical Consultation finalized the draft Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing on 28 August 2009. The Consultation was funded by the Governments of Australia, Canada, New Zealand, Norway and United States of America.
