    This paper represents part of an area of work in support of enhancing access to land and forest resources in support of rural livelihoods in Mongolia. It is based on learning emerging from an ongoing FAOsupported project called: Support to the development of participatory forest management (TCP/MON/2903). This project has involved the development (through extensive community-level consultations in forest areas) of a detailed Concept Document for the design and implementation of participatory for estry. It has also resulted in in-depth review of the legal opportunities and obstacles currently faced by participatory forestry.

    Given the recent trend of granting vast areas of African land to foreign investors, the urgency of placing real ownership in the hands of the people living and making their livelihood upon lands held according to custom cannot be overstated. This study provides guidance on how best to recognize and protect the land rights of the rural poor. Protecting and enforcing the land rights of rural Africans may be best done by passing laws that elevate existing customary land rights up into nations ' formal legal frameworks thereby making customary land rights equal to documented land claims. This publication investigates the various over-arching issues related to the statutory recognition of customary land rights. Three case studies of land laws in Botswana, Tanzania and Mozambique are analysed extensively in content and implementation, concluding with recommendations and practical considerations on how to write a land law that recognizes and formalizes customary land rights. It cautions lawmakers that even excellent laws may, in their implementation, fall prey to political manipulation and suggests various oversight and accountability mechanisms that may be established to ensure that the law is properly implemented, the land claims of rural communities are protected, and the legislative intent of the law is realized.

    On the occasion of the International Year of Mountains-2002, FAO and its partners undertook a large-scale assessment and global review of the current status and future trends of integrated and participatory watershed management. The overall objectives were to promote the exchange and dissemination of experiences in implementing watershed management projects in the decade from 1990 to 2000 and to identify the vision for a new generation of watershed management programmes and projects. This resour ce book represents a summary and critical analysis of the rich discussions and vast materials that emerged during the review, as well as the review's findings and recommendations. It presents the state of the art in watershed management, promotes further reflection and creative thinking and proposes new ideas and approaches for future watershed management programmes and projects. This publication has been written primarily for field-level watershed management practitioners and local decision-mak ers involved in watershed management at the district or municipality level. It will also be a useful source of information for other readers such as senior officers and consultants specialized in other areas, evaluators, policy-makers and students of watershed management.
