The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for t he development process of the Voluntary Guidelines.

    This paper represents part of an area of work which analyses access to natural resources in Mozambique. An initial paper examined the extent to which Mozambique’s recent regulatory changes to natural resource access and management have had their intended effects (LSP Working Paper 17: Norfolk, S. (2004). “Examining access to natural resources and linkages to sustainable livelihoods: a case study of Mozambique”). This paper is complemented by LSP Working Paper 28: Tanner et al. (2006). “Mozambiqu e’s legal framework for access to natural resources: The impact of new legal rights and community consultations on local livelihoods”.

    Land Tenure Working Paper 16 Governance of Land Tenure Eastern Europe and Commonwealth of Independent States (CIS) looks at the land governance situation in the region. It has been prepared to provide a base for discussion for the regional consultation meetings on the FAO Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. The objective of the study is to evaluate the current land governance situation in the region and to identify main achievements as we ll as remaining challenges. The study concentrates on both access to land (land tenure) and use of land (land use and development). The study focuses on general trends, key achievements and remaining challenges.
