Synopsis (short abstract) This brief discuss the importance of a conducive regulatory framework for the implementation of public food procurement initiatives that target smallholder farmers. It builds on the legal literature dedicated to the analysis of the promotion of socio-economic or ‘horizontal’ policies through public procurement and on the analysis of three country experiences in the context of their school feeding programmes.

    Despite an increasing recognition of the importance of a conducive and aligned public procurement policy and regulatory frameworks for the implementation of public food procurement initiatives that target smallholder farmers, very little has been said about how such an alignment can be achieved, or about the various tools and legal mechanisms that can be used to do this. This publication aims to contribute to this discussion, bringing an analysis of four country experiences and of the various legal mechanisms that can be used to align the regulatory framework in pursuit of broader development goals by means of public procurement in the form of home-grown school feeding programmes.

    This publication addresses some of the research gaps in the area of smallholder participation in public food procurement. It identifies good practices, reviews the global body of available literature and draws lessons learned. The findings of this paper have informed the Guidance Note on Public Food Procurement and can assist policy makers in the design and implementation of public food procurement.

    Las compras públicas de la AF son una de las principales innovaciones en las recientes estrategias de erradicación del hambre y de la pobreza en América Latina y el Caribe (ALC). Diversos países han desarrollado políticas de SAN incluyendo en sus estrategias las compras de productos de la AF. La implementación de las compras públicas de la AF ha sido creciente, a pesar de que se requiere mucho tiempo para ser implementado y consolidarse. Muchos países manifiestan disposición para enfrentar el d esafío pues reconocen que la disponibilidad de alimentos frescos y saludables para las poblaciones vulnerables es una manera de concretar el derecho humano a la alimentación adecuada y al mismo tiempo fortalecer la agricultura familiar y promover el desarrollo local. Ese documento rescata el aprendizaje de los países que están realizando compras de la AF y ofrece elementos prácticos para orientar y facilitar su implementación. Sin embargo, no se trata de un documento clásico de recomendaciones d e especialistas. En realidad se presentan los aspectos conceptuales y de procedimientos, con base en ejemplos concretos, de modo de apoyar a las instituciones en la planificación y en la ejecución de las compras públicas de manera adecuada al contexto de cada país.

    FAO Strategy on Climate Change 2022–2031 2022

    The FAO Strategy on Climate Change 2022–2031 was endorsed by FAO Council in June 2022. This new strategy replaces the previous strategy from 2017 to better FAO's climate action with the Strategic Framework 2022-2031, and other FAO strategies that have been developed since then. The Strategy was elaborated following an inclusive process of consultation with FAO Members, FAO staff from headquarters and decentralized offices, as well as external partners. It articulates FAO's vision for agrifood systems by 2050, around three main pillars of action: at global and regional level, at country level, and at local level. The Strategy also encourages key guiding principles for action, such as science and innovation, inclusiveness, partnerships, and access to finance.

    The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.
