Synopsis (short abstract) This workshop was held to provide a regional review and synthesis of current knowledge on the status of offshore resources in South and Southeast Asia and to consider the technical and economic feasibility of developing new fishing activities directed to these resources. The workshop provided an excellent overview of the many exploratory fishing/research cruises that have been carried out in the region and identified the main potential species that may support commercial fishing. The overall con clusion, however, was that these resources are rather limited, and in the case of oceanic tuna, already heavily exploited. There are also a large number of technological, social and ecological constraints that make offshore fishing a high risk undertaking. Accordingly, the workshop recommended a precautionary approach to offshore fishing in South and Southeast Asia, starting with in-depth economic feasibility studies, risk assessments - especially with respect to impacts on existing fisheries an d potential environmental concerns - and gradual development as more information and knowledge are accumulated. In terms of future management, the role of the regional fishery management organizations for highly migratory species was acknowledged, but the lack of regional arrangements for other shared fish stocks was highlighted. The workshop recommendations provide a number of important actions that need to be followed if South and Southeast Asia are to benefit from the sustainable development of their offshore resources.

    An account of the workshop held from 13 to 15 June 2007 in Phuket, Thailand. Experts from 13 commission member countries were present: Australia, Bangladesh, Cambodia, China, India, Indonesia, Malaysia, Myanmar, Pakistan, the Philippines, Sri Lanka, Thailand and Viet Nam. The overall aim of the workshop was to raise awareness of and promote actions towards ensuring that fishing efforts are commensurate with the productive capacity of the fishery resource and their sustainable utilization ( FAO Code of Conduct for Responsible Fisheries). At the global level, the call for States to reduce fishing capacity and combat illegal, unreported and unregulated fishing is loud and clear. With a few exceptions, however, the responses at the national level have been much weaker, especially in Asian countries. Countries face the dilemma of either limiting access to fisheries resources, which runs the risk of cutting off an important source of livelihoods for poor communities, or keeping the commons open, in which case the resources will sooner or later be fished down (also impacting very negatively on poor communities in the longer-term). Most fisheries in the region, therefore, are still open access in nature, implying that capacity is not being managed and that illegal, unreported and unregulated fishing is still rampant. This report contains the workshop recommendations and conclusions as well as a "call for action" to pave the way forward on regional action and coordination.

    This publication was prepared to promote and to provide support in the implementation of the Code of Conduct for Responsible Fisheries, especially Article 7: Fisheries Management. As such it is also intended to supplement the FAO Technical Guidelines for Responsible Fisheries No. 4: Fisheries Management. It is intended primarily for the practising fishery manager and decision-maker, with particular emphasis on developing countries, although it is hoped that the volume will also be of interest to managers in developed countries. Fisheries management is a complex and evolving discipline and much is still being learnt about what it involves, what works and what doesn't. The problem is compounded by the fact that fisheries management as a coherent discipline is still poorly defined and frequently equally poorly understood. This publication strives to identify the primary tasks in management of capture fisheries, with particular emphasis on sustainable utilization of the biological reso urces, and to demonstrate how these tasks should be undertaken in an integrated and coordinated manner to obtain the desired benefits from the biological resources in a sustainable and responsible manner.
