    Illegal logging results in serious environmental and social damage each year, costing governments an estimated US$10 billion in lost revenues. As a significant consumer of wood products, the European Union (EU) recognizes its shared responsibility with timber-producing countries to tackle illegal logging and trade in associated timber products. In 2003, the EU adopted an Action Plan on Forest Law Enforcement, Governance and Trade(FLEGT) to promote better forest governance and block illegal timbe r from entering the EU market. Specifically, the Action Plan aims to: support timber producing counties to improve forest governance and develop governance mechanisms; develop activities to promote trade in legal timber; promote public procurement policies; support private sector initiatives; set up safeguards for financing and investment; use existing legislative instruments or adopt new legislation to support the effective implementation of the Action Plan; and address the problem of “confict timber”.

    This is the 27th of a series of Working Papers prepared for the Pro-Poor Livestock Policy Initiative (PPLPI). The purpose of these papers is to explore issues related to livestock development in the context of poverty alleviation. Livestock is vital to the economies of many developing countries. Animals are a source of food, more specifically protein for human diets, income, employment and possibly foreign exchange. For low income producers, livestock can serve as a store of wealth, provide drau ght power and organic fertiliser for crop production and a means of transport. Consumption of livestock and livestock products in developing countries, though starting from a low base, is growing rapidly.

    This report is part of a larger study that seeks to identify the knowledge gaps around gender in the forest sectors of Côte d’Ivoire, Viet Nam and Honduras by assessing the role of women in wood-based value chains and identifying possible interventions or recommendations to reduce gender disparities during VPA negotiations and implementation. This study seeks to complement the emerging body of work on the topic of gender (Forest Trends, 2019; SRD, 2020) in the VPA, by presenting a specific case study on the role of women in the wood supply chain of La Xuyen wood village, in Nam Dinh province, Viet Nam and exploring how the VPA could promote and strengthen gender mainstreaming in Viet Nam using this example.
