Synopsis (short abstract) Recent global, regional and national food-borne disease outbreaks and/or large food recalls have had adverse impacts on consumer confidence in the safety of the food supply and agri-food production and trade (3). Post-event analysis of such events has indicated the importance of more effective use of risk communication principles and practices. Countries are encouraged to develop and assess their existing risk communication plans and practices applied to food safety and to learn from their own or other countries’ experiences. As the use of the Internet and social media technologies increases both in developed and developing countries, the public’s demand for greater transparency and more salient food safety risk information can be expected, confirming the importance of effective risk communication strategies in food safety and the broader public health sector. The purpose of this Handbook is to support countries, national food safety authorities and food chain stakeholders in establishing or enhancing risk communication practice and capacity in the food safety sector. This Handbook focuses on practical principles and best practices of risk communication to support risk management of adverse food safety (including quality) events associated with biological, chemical or physical hazards. The focus of this Handbook is on the use of risk communication in the process of risk analysis to manage both emergency food safety risks (e.g. foodborne illness outbreaks) and non-emergency or more enduring food safety issues (e.g. food safety and health promotion campaigns). The Handbook begins with a broad overview of the key goals and concepts of risk communication.

    This report summarises the proceedings of the training programme based on the good practices and elements of communication learnt in the technical lecture sessions – including the technical lectures, the hands-on exercises, the discussions on case studies to apply best practices of risk communication in real life food safety situations, and the role play which was organised to demonstrate how to deal with the press when a food safety incident occurs. The training exposed participants to the rapi d risk communication assessment tool to enable them to assess their food safety risk communication capability and capacity at the organizational, country, regional and global levels, including practical approaches to address such needs. Some areas for support identified for capacity building at country and regional levels on risk communication are also covered.

    An essential part of the Food Safety Emergency Response (FSER) is the process of assessing the risk, making risk management decisions, and communicating risk in the face of time constraints, lack of data and knowledge gaps. While the elements for conducting a risk analysis have been documented by Codex Alimentarius, the process of applying the risk analysis concept operationally during an emergency has not been addressed thoroughly. Some countries do, however, have well-defined procedures for assessing, managing and communicating food safety risks in the context of emergency situations, from which best practices may be derived. FAO and WHO have developed this document to support countries in applying risk analysis principles and procedures during emergencies in their own national food control systems, as risk analysis is a key component of national FSER planning.

    Asia-Pacific accounts for more than 90% of the world aquaculture output (FAO, 2016) and the region will have to responsible for sustaining the supply of food fish to increasing population. Feed input in aquaculture represents the major production cost and the most important factor affecting farming profitability and ecological efficiency. Issues and challenges have been rising with the questionable use of fish meal and fish oil, mounting pressure on and competition for ingredient supply, increasing feed costs, variation of feed quality and availability, and feed ingredient related food safety concerns.     This report assesses the impacts of the COVID-19 on the agrifood sector and rural areas in Türkiye. Taking a panoramic picture of the agrifood sector in the country during the COVID-19 period, the study portrays how the pandemic impact on agrifood chains, smallholders and rural economies in Türkiye. The report titled “COVID-19 Rapid Impact Assessment on Agri-Food Sector and Rural Areas in Türkiye” is an outcome of a joint study by the International Fund for Agricultural Development (IFAD), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), and the Ministry of Agriculture and Forestry of Türkiye. Besides assessments on how the pandemic has affected agrifood sector, the report presents policy recommendations for sector preparedness and response, and agricultural and rural resilience. Moreover, the report sheds light on the connection between its suggestions and the Sustainable Development Goals. Authors of this study aims to contribute to the COVID-19 Socio-Economic Impact and Response Task Team (SEIRTT) in United Nations Türkiye, co-led by United Nations Development Programme (UNDP) and the Resident Coordinator’s Office. In thematic terms, the report supports efforts to analyse socio-economic dimensions of the COVID-19 in Türkiye. Moreover, the report sets the basis for further institutional engagement with Government and other relevant partners and stakeholders in the short to medium term with respect to agriculture and food sectors.
