Synopsis (short abstract) In 2002, the Municipality of Quito launched the Participatory Urban Agriculture Program (AGRUPAR), which supports the production of organic food at household level for self-consumption and selling. The selling is enhanced by carrying out alternative local marketing projects called “bioferias”. The programme has strong potential in terms of food producers’ livelihood improvement, job creation, food and nutrition security and democratization of the food system.

    This presentation has been shown during the 5th Annual Gathering of the signatory cities of the Milan Urban Food Policy Pact (MUFPP) in Montpellier (9 Oct. 2019). It summarizes the implementation of a pilot project by the city of Quito (Ecuador) with the support of FAO and RUAF, related to the monitoring framework dedicated to urban food policy: process or indicators selection; data collection; main results; lessons learnt. The monitoring framework is based of the 37 recommended actions of the MUFPP. This presentation is a "grey document" linked to the publication "City guidance for implementing the MUFPP monitoring framework".

    Communities are well aware of their problems and their viewpoint regarding solutions. Communities' ideas and knowledge have been gained from experience, this they are able to provide useful and sustainable solutions to their problems. The participants and their communities were spirited and optimistic about their own interactive procedures for finding solutions for their problems. The ability of this process to empower local communities is a unique feature and ensures identification of sus tainable solutions.
