Synopsis (short abstract) The Global Framework on Water Scarcity in Agriculture (WASAG) is a partnership established in April 2017 and hosted by FAO, regrouping more than 70 organisations that aim to generate cooperative action to address the challenges associated with increasing water scarcity. Its purpose is to deliver and support a work programme on water resources management and its role in drought preparedness, food security and nutrition, migrations and social stability, that are an increasing concern to societies in many regions of the world. WASAG established six working groups, which are led by its partners. This paper emanates from the working group on financing mechanisms, which aims to identify innovative financial mechanisms for interventions dealing with water scarcity in agriculture in the context of climate change. The working group supports new approaches to finance water for agriculture, that will inform the work undertaken by other WASAG working groups and Partners to ensure an aligned approach across WASAG projects and activities.

    Climate finance is a fundamental element of the global development agenda and has been accelerating in recent years. Yet between 2000 and 2018 the share of global climate finance in the agriculture and land-use sector has decreased, passing from an average of 45 percent of the total flows at the beginning of the millennium, to 24 percent in 2013 where it has since stayed. The total sum of contributions to the agriculture and land-use sector between 2000 and 2018 amounted to USD 122 billion, representing 26 percent of the global climate finance flows to all sectors. This report aims to increase the understanding of the climate finance trends in the agriculture and land-use sector at the global and regional scales, providing insights for UN agencies, international finance institutions, national governments of both donor and recipient countries, and governmental and non-governmental stakeholders. By looking at the main features of climate finance, including the source and geographical destination of resources, climate objectives, and gender sensitivity, the analysis establishes the key trends in the agriculture and land-use sector in the period 2000- 2018. In addition, it identifies gaps that may affect the stagnated trend relative to other sectors. This study focuses on the quantitative analysis of data available in the climate-related development finance database of the Organization for Economic Co-operation and Development’s (OECD) Development Assistance Committee (DAC). The further qualitative analysis could build on this work to research the different trends that influence climate finance distribution.

    This document is the yearly update of the FAO analysis, “Climate finance in the agriculture and land use sector – global and regional trends” and includes newly released data for 2020. Climate finance is a fundamental element of the global development agenda and has been accelerating in the past years. FAO analysis identified that between 2000 and 2020 the share of global climate finance in the agriculture and land use sector decreased, passing from an average of 45 percent of the total flows at the beginning of the millennium, to 22 percent in 2020. The total sum of contributions to the agriculture and land use sector between 2000 and 2020 amounted to USD 162 billion, representing 25 percent of the global climate finance flows to all sectors.

    Water scarcity is among the five crises set to have the greatest impact in the next decade. Four billion people currently live with severe water scarcity for at least one month a year. Agriculture is the economic sector likely to suffer most, drawing around 70 percent of global fresh water. Global dietary changes and population growth are set to lift water demand even more. FAO’s Global Framework on Water Scarcity in Agriculture (WASAG), with commitments by its 59 partners, aims to tackle these issues. FAO has developed this programme to bring new evidence and tools to fight water scarcity, address growing competition for scarce water resources, promote water-use best practices, provide tools to cope with droughts, and empower women to access water for agriculture.
