Synopsis (short abstract) The relevant actors (entrepreneurs, farmers, processors, organizations and NGOs) will drive the development of economic diversification in BiH. This will happen independently of the existing and future framework conditions for the different subsectors related to diversification. This being said, and from a development viewpoint, it is worth considering preparing a common concept for these subsectors with regard to economic diversification.

This is one of the seven sector analyses (Meat and Dairy; Fruit and vegetables; Cereals; Wine; Diversification, Fishery and Aquaculture, and Forestry) that have been prepared since spring 2011 for the agricultural authorities in Bosnia and Herzegovina at state, entity and Brčko District level. The sector analyses are inputs to the design of measures to be financed under the European Union (EU) Instrument for Pre-accession Assistance for Rural Development (IPARD), once available, as well as for t he design of the country’s policies interventions in general. This report aims to highlight the current strengths of the institutional disaster risk reduction (DRR) system for agriculture in Bosnia and Herzegovina as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country’s agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including e.g. the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers.
