No results found.This evaluation reviews the FAO country programme in Cabo Verde over the 2018–2022 timeframe. FAO remains a reference institution for rural development and the country's maritime economy, particularly appreciated for its inclusive approach and outreach. FAO’s technical role is jeopardized by the limited critical mass of technical experts available in the country. FAO has significantly assisted the country in institutional strengthening (Right to Adequate Food law, SDG indicator 2.1.2, food security) however, critical issues remain regarding food and nutrition security (FNS) governance. FAO played a crucial role in the design and initial implementation of the overall strategic, programmatic and institutional framework of the blue economy. There are, nonetheless, concerns regarding the institutional uptake and consolidation by national partners of the obtained results. A more incisive contribution to the sector of small/artisanal fishery and a comprehensive capacity development programme is needed to address the blue economy challenges. -

No results found.This report presents the results from the analysis of baseline data collected for the evaluation of the Food and Agriculture Organization of the United Nations (FAO)’s cash-for-work programme in Somalia. This programme provides temporary employment opportunities in the maintenance or rehabilitation of public infrastructure. Its primary objective is to offer income support to vulnerable individuals while facilitating the development of essential community assets. To evaluate the impact of the programme, we use a longitudinal, quasi-experimental design study, with one baseline and three follow-up surveys at 12, 24 and 36 months. The evaluation focuses on 14 districts in Somalia, Somaliland and Puntland. Within each district, we selected four treatment villages and four comparison villages. The baseline data collection took place in January/February 2023. We calculate five main programme outcomes as summary indexes: resilience, food security, income and livelihoods, agency, social cohesion. For all of them, we do not detect any statistically significant differences between the two evaluation arms. There are small imbalances between the treatment and comparison groups on three characteristics. The treatment arm reports a larger number of income sources, a larger number of months with members participating in wage labour and greater participation in social networks than the comparison group. These results were expected, since the baseline survey took place around three weeks after the public works activities started, though payments were not made. The analysis of sociodemographic characteristics points to a relatively successful targeting approach. We observe a relatively large share of people of working age and a minor share of elderly people. Households lacking adult members are only 1 percent of the sample. Further, one out of ten households report having a member with a moderate or severe disability. -

La proactivité dans la réponse aux urgences et la prise en compte des enjeux émergents constituent ses caractéristiques clés. Le positionnement de la FAO comme «acteur mécanisme de réponse post rapide» lui confère un avantage comparatif en matière d’appui au relèvement, au renforcement des moyens d’existence et de résilience. Malgré certains retards, la mise en place et l’animation des CEP/CEAP ont favorisé l’accès des producteurs à l'information, aux innovations et bonnes pratiques agricoles et d’élevage ainsi qu’aux intrants de qualité. L’initiative Main dans la Main, qui en est encore à ses débuts, a permis d’assurer une cohésion entre les agropoles en contribuant au développement de plans d’investissements dans des filières porteuses à travers des consultations au niveau local. Cependant, les actions dans le cadre de l’industrie agroalimentaire demeurent ponctuelles et insuffisamment préparées.
