    The National Institute of Statistics (INE in Portuguese) is very pleased to present this report on food insecurity assessment based on food consumption statistics derived from the 2002/03 Mozambique Household Budget Survey, which took roughly six months to prepare, by a national team of three senior officers from INE, the Food Security and Nutrition Technical Secretariat (SETSAN in Portuguese), and the Ministry of Agriculture. This report is the product of activities carried-out within the frame work of the EC-FAO Food Security Information for Action Programme implemented by the Food and Agriculture Organization (FAO) of the United Nations through the Statistics Division and with the financial support of the European Union. This technical report was presented to national and international users of food security information in the National Seminar on Food Security Statistics and Multisectoral Perspectives, held on 22 November during the African Week on Statistics 19-23 November 2007 at t he International Conference Centre ‘Joaquim Alberto Chissano’ in Maputo, Mozambique. I wish to take the occasion to thank all participants in the National Seminar for their contributions.

    Norway has been a key long-term partner of FAO for almost four decades. The first Framework Agreement was signed in December 1970 and until 2003, the Norwegian contribution to FAO took the form of development and emergency projects and Associate Professional Officers. In December 2003, a new “Framework Agreement on cooperation in the field of development between the Government of Norway and FAO of the UN” substituted the previous one: it covers all extrabudgetary contributions to FAO from the Mi nistry of Foreign Affairs and governs any support to FAO, be this through supplementary activities to FAO Regular Programme, activities funded only by Norway and activities funded through multi-donor partnerships.

    The State of Food and Agricultural Statistics Systems in Africa – 2007 2008

    The State of Food and Agricultural Statistical Systems in Africa is the result of a survey which highlights areas of strengths and weaknesses (such as the availability of sustainable professional staff, the system of effective dialogue between data producers and users) in national agricultural statistical systems and could be useful in designing cooperation programmes (between countries or with international agencies) and constitute an advocacy tool for funding the development of agriculture sta tistical system in Africa. This report is based on the data collected from African countries in the year 2007 during the preparation for the 20th AFCAS. It is responding to one of the major recommendations made by that meeting. Most important information related to food and agricultural statistics systems was taken from African countries. The survey reveals that about 70% of countries in Africa have legal framework for agricultural statistical activities. It also reveals that only 47% of th em have an official forum for dialogue between agricultural statistics producers and users. Even in the case of dialogue, it has been observed that these meetings with data users are generally conducted on ad-hoc basis.
