    Since the entry into force of the Cartagena Protocol on Biosafety in 2003, concerted efforts have focused on mobilizing international assistance to help developing countries build their institutional capacities in biosafety and meet their obligations under the treaty. The FAO Regional Office for Asia and the Pacific, in cooperation with the Government of Thailand, launched “Asian BioNet” – a regional initiative on capacity building in biosafety of genetically modified (GM) crops in Asia. This p ublication presents the outcome of a workshop held in Bangkok, Thailand from 17 to 20 June 2013 under the auspices of Asian BioNet. The documant provides information on the existing status of national policies, guidelines, regulations and administration of biosafety, and the challenges that countries in Asia face in strengthening capacity for expanding the scope of biotechnology research and development.

    The 3rd issue of the Biosafety newsletter contains information about key meetings and activities that took place during the latter part of 2018 and early 2019 in the National biosafety project (Implementation of the national biosafety framework in accordance with the Cartagena protocol on biosafety). The coverage of the 3rd issue is dedicated to inform the audience about the multi-stakeholder workshop that took place to review the draft documents on strengthening policy, institutional and regulatory framework for biosafety in Sri Lanka. The newsletter also mentions about the 2nd Technical expert group meeting, 2nd Project steering committee meeting, 1st meeting to discuss about the labs for detection of Living modified organisms and the meeting of the National coordinating committee on biosafety. Further, it informs about the survey conducted to collect baseline data on the understanding of biotechnology and biosafety among stakeholders. The newsletter includes synopses about biosafety in relation to biotechnological applications and an article about biodiversity from the National project director. This issue covers an important milestone in the project, which is partnering with an international and two national entities for project implementation.     Upon the official request of the Royal Government of the Kingdom of Bhutan, a national training workshop entitled “training on genetically modified (GM) food safety assessment, risk communication and advocacies programme” was co-organized by the Bhutan Agriculture and Food Regulatory Authority (BAFRA) and the Food and Agriculture Organization of the United Nations (FAO) on 23 – 27 July 2018 in Thimphu, Bhutan. The objectives of the workshop were to provide: 1) an understanding of the relevant rules and regulations concerning GMOs and GM products in Bhutan; 2) an understanding of the internationally accepted principles of GM food safety assessment, risk management and risk communication and information on challenges involved in enacting these principles; 3) an understanding of the required expertise and types of experts for undertaking GM food safety assessments so that possible shortcomings in assessment capacity/resources in Bhutan could be identified; 4) hands-on experience in extracting relevant safety information from condensed GM food case studies and presenting the information in a simple and concise way; 5) general information about biosafety and biotechnology in the international arena with particular emphasis on communication; and 6) a way forward for BAFRA to conduct any suggested follow up activities.
