Synopsis (short abstract) The adoption of the Mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries in 2017 and the Strategy for the sustainable development of Mediterranean and Black Sea aquaculture in 2018 signaled the beginning of a new way for the General Fisheries Commission for the Mediterranean (GFCM) to implement its mandate. Between 2017 and 2021 they allowed the GFCM to define priorities, increase its means, level the playing field and make a real difference to sustainability in both fisheries and aquaculture across the Mediterranean and the Black Sea. This brochure highlights the key improvements that were achieved under these strategies and looks towards the next stage of development currently underway, guided by a new vision that builds on these past successes.

    The GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and Black Sea offers a common vision and guiding principles to achieve sustainable fisheries and aquaculture in the region, federating efforts to deliver on national, regional and global commitments. Building upon the progress made and concerted action between all stakeholders, it addresses the social, economic and environmental aspects of sustainability in order to build resilience to respond to global challenges. The GFCM 2030 Strategy upholds the heritage of fisheries and aquaculture as pillars for the livelihoods of coastal communities, championing a productive and sustainable food system that contributes to thriving economies and healthy ecosystems. It is articulated in five distinct targets that each contribute to this overarching vision for sustainability: Target 1 focuses on healthy seas and productive fisheries; Target 2 aims to ensure a level playing field to eradicate all illegal, unreported and unregulated fishing; Target 3 helps realise the potential of a growing aquaculture sector; Target 4 supports livelihoods through decent employment and fishers engagement; and Target 5 fosters capacity development through technical cooperation and efficient partnerships across the region. The GFCM 2030 Strategy addresses regional priorities while taking into account local needs and specificities through a subregional approach. Covering a ten-year span, the GFCM 2030 Strategy is aligned with a global agenda. The successful achievement of its targets relies on the commitment of the GFCM Membership in adopting and implementing relevant decisions and in supporting its overarching vision.

    Strategy for the sustainable development of Mediterranean and Black Sea Aquaculture 2018

    Aquaculture is a flourishing industry which plays a key role in Mediterranean and Black Sea riparian countries, under a blue growth perspective. According to current trends in aquaculture production and to some national aquaculture strategies, the production of farmed seafood is expected to substantially increase in the region over the next decades. This calls for a careful planning in order to ensure the long term social, economic and environmental sustainability of the sector. In light of emerging global challenges, the international community has been involved for decades in a common endeavour in favour of sustainable development and cooperation. The 1995 Code of Conduct for Responsible Fisheries of the Food and Agriculture Organization of the United Nations and, more recently, the 2016 United Nations Sustainable Development Goals are two milestones of this widespread mobilization. In the Mediterranean and the Black Sea, the need to promote blue growth and develop sustainable aquaculture to ensure food security has been reiterated on several occasions. Acknowledging this growing trend and in line with its mandate, the General Fisheries Commission for the Mediterranean has recently adopted Resolution GFCM/41/2017/1 on a strategy for the sustainable development of Mediterranean and Black Sea aquaculture. This regional strategy has been developed as part of an extensive consultation process. It envisages a future for Mediterranean and Black Sea aquaculture where a level playing field is achieved and the promotion of the sector is ensured so that it is more competitive, sustainable, productive, profitable and equitable. It is expected that it will help Mediterranean and Black Sea riparian countries in formulating harmonized aquaculture activities and action plans, paying special attention to current priorities and specificities at the local, national, subregional and regional level. Based on three targets and associated outputs and activities, the strategy will be implemented as part of a process that is consistent with national and supranational aquaculture strategies in Mediterranean and Black Sea riparian countries.
