It contains a series of scientific papers prepared to provide a comprehensive review and analytical background for the drafting of guidelines on the precautionary approch to fisheries by the Technical Consultation on the Precautionary Approach to Capture Fisheries (Including Species Introductions) organized in Lysekil, Sweden, 6 –13 June 1995 by the Government of Sweden in cooperation with FAO. It provides a comprehensive review of the concept of precaution in all aspects of fisheries and of its implications for fishery research, technology development and transfer, as well as for conservation and management. It also provides with a series of topical papers on: (a) the development of scientific advice with incomplete information; (b) risk assessment, economics and precautionary fishery management; (c) precautionary mana gement reference points and management strategies; (d) the assessment of the precautionary nature of fishery management strategies; (e) the precautionary approach to species introduction; and (f) the precautionary aspects of fishery technology development. -

No results found.This document reports on the proceedings and decisions of a four-day regional workshop on the “Precautionary Approach to Fishery Management” (referred to in the text as PA2FM), held from 25 February to 28 February, 1997, in Medan, North Sumatra, Indonesia. It was organized by the Directorate-General of Fisheries, Indonesia, and supported by the FAO and the Bay of Bengal Programme (BOBP). The workshop was meant to clarify and discuss the implications of PA2FM and show how such an approach to management enables sustainable development of fisheries resources in BOBP member-countries and beyond. The workshop was expected to endow participants with practical skills and knowledge on PA2FM methods. The workshop was attended by 18 representatives from member-countries of the BOBP, and seven resource persons from within and outside the region. -

2022This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.

Revealing the true cost of food to transform agrifood systems
2023Agrifood systems generate significant benefits to society, including the food that nourishes us and jobs and livelihoods for over a billion people. However, their negative impacts due to unsustainable business-as-usual activities and practices are contributing to climate change, natural resource degradation and the unaffordability of healthy diets. Addressing these negative impacts is challenging, because people, businesses, governments and other stakeholders lack a complete picture of how their activities affect economic, social and environmental sustainability when they make decisions on a day-to-day basis.The State of Food and Agriculture 2023 looks into the true cost of food for sustainable agrifood systems. The report introduces the concept of hidden environmental, health and social costs and benefits of agrifood systems and proposes an approach – true cost accounting (TCA) – to assess them. To operationalize the TCA approach, the report proposes a two-phase assessment process, first relying on national-level TCA assessments to raise awareness and then moving towards in-depth and targeted evaluations to prioritize solutions and guide transformative actions. It provides a first attempt at national-level assessments for 154 countries, suggesting that global hidden costs from agrifood systems amount to at least to 10 trillion 2020 PPP dollars. The estimates indicate that low-income countries bear the highest burden of the hidden costs of agrifood systems relative to national income. Despite the preliminary nature of these estimates, the analysis reveals the urgent need to factor hidden costs into decision-making for the transformation of agrifood systems. Innovations in research and data, alongside investments in data collection and capacity building, are needed to scale the application of TCA, especially in low- and middle-income countries, so that it can become a viable tool to inform decision- and policymaking in a transparent and consistent way. -
