    A regional training workshop entitled “Enhancing Effective Participation in Codex Activities in ASEAN Countries” as a part of the FAO regional project “Support for Capacity Building for International Food Safety Standard Development and Implementation in ASEAN Countries (GCP/RAS/295/JPN)” was held on 9-11 January 2017 in Bangkok, Thailand. The five-year regional project was launched in February 2016 with financial assistance from the Government of Japan. The project has already carried out significant activities, including the organizing of two national training courses in Lao PDR and Myanmar, and the identification of the current conditions/baselines and challenges on the implementation of international/national standards in each ASEAN country. Main objectives of the regional workshop were to provide participants with: 1) an enhanced understanding of the impact of Codex standards on international trade, structure and function of Codex Alimentarius Commission (CAC), up-to-date information of recent Codex meetings, food safety risk analysis and risk assessment including the role of scientific expert bodies such as JECFA, JMPR and JEMRA, 2) An opportunity to share knowledge and experience on current national Codex activities in ASEAN countries, and 3) Training on development of regional/national positions through mock sessions to enhance participants’ capacity to contribute effectively to Codex work. 29 participants from ten ASEAN countries from the agencies mainly responsible for food safety control with regard to standard development and implementation as well as the work of the Codex have attended. Many resource persons from Japan, Thailand, ASEAN Secretariat, Food Industry Asia, AETS and FAORAP contributed to the workshop.

    The FAO/WHO Meeting on Enhancing Developing Country Participation in Scientific Advice Activities was one activity in a series of efforts by FAO/WHO to respond to the request of the Codex Alimentarius Commission, to carry out "a review of the status and procedures of the expert bodies in order to improve the quality, quantity and timeliness of scientific advice"1. In particular, experts at the meeting explored new approaches to enhance the availability of data and expertise from developing count ries, to the FAO/WHO programme on scientific advice on food safety and nutrition.

    La FAO et l’OMS donnent depuis longtemps des avis scientifiques à la Commission du Codex Alimentarius, à ses organes subsidiaires et aux Etats Membres. Un atelier conjoint FAO/OMS a été organisé pour étudier et recommander aux deux organisations des moyens supplémentaires d’améliorer la qualité, la quantité et la ponctualité des avis scientifiques. L’atelier s’inscrit dans un processus de consultation général dont la première étape a consisté en un forum électronique organisé à la fin de 2003 . L’atelier a porté sur les principes, l’organisation et les procédures en vigueur au sein du système FAO/OMS pour émettre des avis scientifiques. Les principaux mécanismes actuellement utilisés sont le JECFA, les JMPR, les JEMRA et les consultations d’experts ponctuelles (programmées ou organisées en situation d’urgence). Conscients que la Commission du Codex Alimentarius et ses organes subsidiaires sont parmi ceux qui sollicitent le plus souvent des avis scientifiques de la FAO et de l ’OMS, et sans omettre les recommandations faites à l’issue de l’évaluation du Codex Alimentarius, les participants à l’atelier ont également examiné les liens et l’interaction entre la FAO, l’OMS et le Codex lorsque ceux-ci influent sur l’émission d’avis scientifiques.
