Je suis parti du principe que la mondialisation était un processus irréversible, fait dont l'appui au renforcement des capacités devait par conséquent tenir compte. Il en va de même pour la libéralisation. En 1995, l'agriculture a été incluse dans les accords sur le commerce international, pour la première fois depuis la signature de l'Accord général sur les tarifs douaniers et le commerce (GATT ) après la deuxième guerre mondiale. Les accords de l'OMC prévoient un système réglementant le commerce des produits agricoles. Toute sortes de mesures de contrôle quantitatif aux frontières se sont traduites par des tarifs douaniers, et les responsables des politiques ont par la suite décidé d'abaisser ces tarifs douaniers dans le monde entier. Ce système dont l'efficacité est unanimement reconnue dans le monde ne devrait pas être abandonné. Toutefois, il faudra accorder une attention particuli ère aux mesures de contrôle qualitatif aux frontières. C'est précisément là que l'appui au renforcement des capacités entre en jeu.

2002Le présent document explique la nécessité et les modalités d’application d’une approche holistique en matière d’analyse des risques et de sécurité sanitaire des aliments tout au long de la filière alimentaire, aux niveaux national, régional et international. Il explique, en précisant en quoi elles consistent, les responsabilités des acteurs de la production, de la transformation et du commerce alimentaires. Le document souligne, exemples à l’appui – notamment celui de l’élimination de la salmone lle dans la volaille en Suède et en Finlande – qu’il est nécessaire de s’attaquer à la racine des problèmes en adoptant une approche préventive et intégrée. Il conclut en prenant acte de la nécessité d’élaborer des systèmes permettant de déceler les risques à mesure qu’ils se présentent dans un point quelconque de la filière alimentaire.

The 2023 edition of the Regional Overview of Food Security and Nutrition in Latin America and the Caribbean presents an update of the data and trends in food security and nutrition in recent years. The impact of the COVID-19 pandemic, the climate crisis and the conflict in Ukraine, as well as the economic slowdown, rising food inflation and income inequality have had an impact on regional figures. The most recent data shows that, between 2021 and 2022, progress was made in reducing hunger and food insecurity in Latin America and the Caribbean. However, the progress achieved is far from the targets established to meet SDG 2 of ending hunger. In addition, one in five people in the region cannot access a healthy diet and malnutrition in all its forms, including child stunting, micronutrient deficiencies and obesity continue to be a major challenge. -

No results found.This report illustrates the food loss assessment studies undertaken along the maize, sunflower and beans supply chains in Uganda in 2015-16 and 2016-17. They aimed to identify the critical loss points in the selected supply chains, the key stages at which food losses occur, why they occur, the extent and impact of food losses and the economic, social and environmental implications of the food losses. Furthermore, these studies also evaluated the feasibility of potential interventions to reduce food losses and waste.
