Synopsis (short abstract) FAO Somalia praises the evaluation team for its constructive review of the country programme, and very useful report highlighting the strengths and the weaknesses, and which will definitely help the OIC and the management team in readjusting its programming and operations for better addressing the complex problems of the Somalia’s food and agriculture sector. It provides also a good analysis of the contextual political and operational framework in which FAO Somalia has been performing, although sometimes lacking the commensuration to the achievable in such a context.

    This evaluation of FAO’s work in Somalia covers the period 2007 to 2012 when the programme grew rapidly from expenditure p.a. of $14.2 million to $51.2 million, becoming FAO’s largest country programme, more complex and higher profile than most others. The evaluation was carried out between September 2012 and January 2013 by a ten-person team; it serves both a learning function for FAO and an accountability function for donors and the respective government authorities. The evaluation team deploy ed a range of evaluation methods and also included an in-depth study into FAO’s Cash-for-Work (CFW) programme in parts of Gedo region using a range of qualitative participatory data collection methods at community level. The major constraint faced by the evaluation was lack of access to many parts of Somalia. Where possible, the team found ways around this, but it severely limited access to local communities and beneficiaries.
