    This evaluation of FAO’s work in Somalia covers the period 2007 to 2012 when the programme grew rapidly from expenditure p.a. of $14.2 million to $51.2 million, becoming FAO’s largest country programme, more complex and higher profile than most others. The evaluation was carried out between September 2012 and January 2013 by a ten-person team; it serves both a learning function for FAO and an accountability function for donors and the respective government authorities. The evaluation team deploy ed a range of evaluation methods and also included an in-depth study into FAO’s Cash-for-Work (CFW) programme in parts of Gedo region using a range of qualitative participatory data collection methods at community level. The major constraint faced by the evaluation was lack of access to many parts of Somalia. Where possible, the team found ways around this, but it severely limited access to local communities and beneficiaries.
