Synopsis (short abstract) The Government of Zambia has prioritized the scaling up of the Food Security Pack (FSP) to address the economic hardships faced by vulnerable rural households in the context of the COVID-19 pandemic. The FSP is an agricultural social protection package that provides a diverse basket of improved seeds, fertilizers, and other technologies to vulnerable, but labour endowed rural households. The ambition of the FSP is to support these households to sustainably increase production and diversification, and to transition from subsistence oriented to more market-oriented production. An important challenge facing the implementation and efficacy of the FSP are the constraints in linking beneficiaries of the programme with appropriate extension support. Zambia has a very high farmer to extension officer ratio, which forces extension officers to prioritize extension support for larger, and more resource endowed producers. As such, FSP beneficiaries often lack the appropriate information for using the FSP input packet in effective and sustainable ways, thus preventing a transition to higher agricultural production and exit from poverty. The baseline report provides a snapshot of the current socioeconomic conditions of a random sample of 3000 eligible non-beneficiaries, FSP beneficiaries, and FSP plus agricultural extension services, and will inform the government about its accuracy in their targeting.

    Zambia is experiencing a severe El Niño-induced drought that has resulted in reduced agricultural production, water scarcity and crop failure. So far, 1.8 million smallholder farmers have been significantly impacted. To mitigate the negative effects of the drought on food security, nutrition and livelihoods, while strengthening household food production in rural communities, the Food and Agriculture Organization of the United Nations has received a contribution of USD 400 000 from the Government of the Kingdom of Belgium, through the Special Fund for Emergency and Rehabilitation Activities. This support will enable FAO to increase the production capacity of 1 040 drought-affected farming households (6 240 people) by providing agricultural inputs, including maize, soybean, common bean and cowpea seeds, and fertilizers. Additionally, the project will promote irrigated crop production using existing and new irrigation facilities, where possible, and support crop growth in wetlands through solar irrigation, depending on agro‑ecological zones and access to water.

    The agricultural and rural sectors, including livestock, forestry and fisheries, contribute roughly 20 percent to the Gross Domestic Product (GDP) of the Democratic People’s Republic of Korea. These sectors have also been recognized for their potential to boost the country’s economic growth. Despite their importance, there are significant challenges to the expansion of the sectors, such as the country’s mountainous terrain, which means that arable land is limited; unfavourable natural and climatic conditions that affect production; hundreds of years of intensive farming practices that have led to the deterioration of land and soil; a lack of necessary technical equipment; and low mechanization levels. Because of these issues, the country cannot generate a food supply large enough to feed its population.
