    The food and agriculture sector of Mongolia lacked the technical capacity required to implement national agricultural and livestock policies and programmes. There was a need for expertise to strengthen capacity in farming technology, practices and local expertise, above all in livestock breeding, animal feed, horticulture and vegetable production, beekeeping, aquaculture, poultry production and honey sectors to improve beneficiaries’ farming technology, production, practice and knowledge. The objective of the project was to support the implementation of the National Programme for Food Security, the National Mongolian Livestock Programme and other agricultural policies aimed at enhancing agricultural production and food security and nutrition in Mongolia, through the fielding of South-South Cooperation experts and technicians from China.

    The Government of the People’s Republic of China is the major participant, contributor and promoter of South-South Cooperation (SSC), an FAO initiative to support the implementation of National and Regional Programmes for Food Security, under which a more developed country provides technical assistance to a developing country implementing a food security programme (host country). In 2008, the Government of the People’s Republic of China established an FAO Trust Fund for USD 30 million through the SSC Programme (Phase I). Under the SSC Trust Fund, the current project was launched in 2010, with the main objective of supporting FAO-China SSC programme implementation, coordination and management through the recruitment of staff, the provision of backstopping and support to the organization of capacity-building activities in the People’s Republic of China and other countries at global and regional levels, as well as the implementation of SSC projects in the host countries concerned.
