The overall objective of the training course was to strengthen understanding of risk analysis principles, increase application of the risk analysis framework at the country level in support of food safety systems and ensure that risk management decisions are based on science and best available scientific data. The training was expected to build capacity among representatives of the ministries of agriculture, ministries of health, food safety authorities and scientific institutions involved in risk assessment and risk management activities in their respective countries. The document provides a country by country national road map for introducing and/or stre ngthening risk analysis in SAARC countries, as well as regional priorities to strengthen risk analysis within the countries.

At the kind invitation of the State Agency of Fisheries of Ukraine, the first session of the Technical Advisory Committee (TAC) of the Central Asian and Caucasus Regional Fisheries and Aquaculture Commission (CACFish) was held in Kiev, Ukraine, on 20–22 November 2012. The Session was attended by representatives of four Members: Armenia, Kyrgyzstan, Tajikistan and Turkey. Also participation in the session were representatives from six non-CACFish Members – Azerbaijan, Georgia, Kazakhstan, Turkmen istan, Ukraine and Uzbekistan – as well as from FAO. The TAC produced scientific advice on the following issues for consideration of CACFish: (i) environmental impact assessment in aquaculture; (ii) regional principles for responsible aquaculture in Central Asia; (iii) responsible introductions and transfers of fish in Central Asia and the Caucasus; and (iv) improvement of collection, analysis and dissemination of fisheries data and information. The TAC identified the prioritized areas of the five-year Regional Work Programme of the Commission (2011–15) and associated activities for implementation in 2013. Establishment of sub-bodies under the TAC was determined early on. In addition, the TAC discussed and identified general key priority areas for its work. These included, among others, technical fishing regulations, intensive aquaculture techniques and methodologies, fish health management, fish breeding and broodstock management, trade-related management measures and environmental security.

Global climate studies show that not only temperatures are increasing and precipitation levels are becoming more varied, all projections indicate these trends will continue. It is therefore imperative that we understand changes in climate over agricultural areas and their impacts on agriculture production and food security. This study presents new analysis on the impact of changing climate on agriculture and food security, by examining the evidence on recent climate variability and extremes over agricultural areas and the impact of these on agriculture and food security. It shows that more countries are exposed to increasing climate variability and extremes and the frequency (the number of years exposed in a five-year period) and intensity (the number of types of climate extremes in a five-year period) of exposure over agricultural areas have increased. The findings of this study are compelling and bring urgency to the fact that climate variability and extremes are proliferating and intensifying and are contributing to a rise in global hunger. The world’s 2.5 billion small-scale farmers, herders, fishers, and forest-dependent people, who derive their food and income from renewable natural resources, are most at risk and affected. Actions to strengthen the resilience of livelihoods and food systems to climate variability and extremes urgently need to be scaled up and accelerated.
