The majority of our planet is covered by water (oceans, rivers, lakes, and groundwater systems). These shared water bodies are a common global resource that provide valuable ecosystem goods and services and support the food security and livelihoods of billions of people. Their boundaries rarely respect political borders, yet the resources they provide are often managed within national borders. Competing demands and the overuse or abuse of these common resources at the national level is often a s ource of tension between neighbouring countries. Developing management strategies and a framework within which countries can collaboratively formulate and implement solutions to address the main threats to these shared resources would help to alleviate such conflicts, reduce poverty and improve sustainability.

A Preliminary Trans-boundary Diagnostic Analysis (TDA) to identify and analyse trans-boundary issues affecting the Canary Current Large Marine Ecosystem (CCLME) project was completed at a workshop held at Hotel Ocean, Yoff, Dakar, Senegal, from 18 to 20 July 2006. The participants comprised regional and international experts including national project focal points, national project technical coordinators, technical representatives of supporting international organisations and various other exper ts. In addition to their collective knowledge and expertise, participants had the benefit of access to results of national consultations held in 6 of the 7 countries, trans-boundary scientific assessments and presentations (on the overall ecosystem, variability of the upwelling, fisheries, habitat modification & water quality), a preliminary regional data inventory, results of a trial TDA exercise conducted at the project’s first regional workshop (October 10-12 2005) and various other informati on sources.
