    Le Cadre de programmation pays 2024-2027 vise à atteindre les objectifs nationaux en matière de développement durable, de sécurité alimentaire et nutritionnelle, de gestion durable et inclusive des ressources naturelles, et à faire face au changement climatique. Pour ce, trois domaines prioritaires ont été retenus: l’intensification de la production agricole, animale et halieutique et le développement inclusif et durable des chaînes de valeur stratégiques, innovantes et sensibles au genre; la gestion intégrée et durable des ressources naturelles et le renforcement de la résilience des populations vulnérables face aux changements climatiques avec une attention pour les femmes et les jeunes; et enfin, le renforcement des capacités institutionnelles et organisationnelles. La mise en œuvre de ces priorités contribue à assurer aux populations bénéficiaires les 4 améliorations stratégiques de la FAO, en l’occurrence l’amélioration en matière de production, de nutrition, d’environnement et de conditions de vie.

    Food systems and agriculture are at a crossroads and a profound transformation is needed at all scales, not only to achieve Sustainable Development Goal 2 (SDG2) to “end hunger and all forms of malnutrition” by 2030 but also to address Agenda 2030 in its entirety, including human and environmental health, climate change, equity and social stability. Current trends, such as the new increase, since 2014, in the number of undernourished people and the alarming rate of all forms of malnutrition in all countries, and related tensions will be exacerbated if we fail to design and implement, in a very near future, food systems that ensure food security and nutrition while addressing all sustainability challenges. Agroecological and other innovative approaches in agriculture are increasingly praised for their potential contribution to reach these crucial goals. This report adopts a dynamic perspective, centred on the key concepts of transition and transformation. Ultimately, this rich and comprehensive report aims to fuel an exciting policy convergence process and help remove the lock-ins by developing a common understanding of these matters, so that concrete transition pathways can be implemented at all relevant scales, from farm, community and landscape to national, regional and global levels.

    Conformément à sa Stratégie en matière de science et d’innovation, la FAO a élaboré un document d’orientation sur le renforcement au niveau national des interfaces entre science et politiques au service des systèmes agroalimentaires, l’objectif étant de faire en sorte que des décisions efficaces soient prises en matière de politiques sur la base d’éléments scientifiques et factuels suffisants, pertinents et crédibles. Ce document s’adresse aux interfaces qui sont axées sur la transformation des systèmes agroalimentaires à l’appui de la réalisation des objectifs de développement durable, l’accent étant mis sur les besoins des pays à faible revenu et de ceux à revenu intermédiaire. Il s’intéresse d’abord à la raison d’être de ce type de mécanisme au niveau national; pour ce faire, il en analyse les avantages potentiels s’agissant de remédier aux problèmes spécifiques qui touchent les systèmes agroalimentaires à l’échelle nationale, puis cartographie et évalue l’écosystème des services de conseil à l’interface entre science et politiques. Dans un deuxième temps, le document décrit brièvement les caractéristiques fondamentales vers lesquelles une interface devrait tendre pour être fonctionnelle, y compris ses objectifs et ses rôles ainsi que ses principes directeurs, et présente trois grands modèles d’interface.

    The FAO Migration Framework guides the Organization in carrying out its work on migration at global, regional and country levels. It aims to ensure greater coordination between technical units and decentralized offices, and strengthen coherence and synergies across the Organization. It presents FAO definition, vision and mission on migration and spells out the rational for FAO engagement in this area. It presents what FAO does on migration, identifying the four main thematic areas of work along the migration cycle. Finally, it describes how FAO works on migration along its core functions.

    FAO Strategy for Partnerships with Civil Society Organizations 2013
    FAO has been working for many years with hundreds of civil society organizations (NGOs, community-based organizations, professional associations, networks, etc.) in technical work, emergency field operations, training and capacity building, and advocacy of best agricultural practices. Over the past years, civil society organizations (CSOs) have evolved in terms of coordination, structure, outreach, mobilization and advocacy capacity. In this period, FAO has also undergone changes i n management, revised its Strategic Framework and given a new impetus to decentralization. Therefore, a review of the existing 1999 FAO Policy and Strategy for Cooperation with Non-Governmental and Civil Society Organizations was needed. The FAO Strategy for Partnerships with Civil Society considers civil society as those non-state actors that work in the areas related to FAO’s mandate. It does not address partnerships with academia, research institutions or philanthropic found ations, as they will be treated in other FAO documents. Food producers’ organizations, given their specific nature and relevance in relation to FAO’s mandate, will be considered separately. In principle, as they usually are for-profit, they will fall under the FAO Strategy for Partnerships with the Private Sector, unless these organizations state otherwise and comply with the criteria for CSOs. These cases will be addressed individually. The Strategy identifies six areas of colla boration and two levels of interaction with different rationales and modus operandi: global-headquarters and decentralized (regional, national, local). The main focus of this Strategy is in working with civil society at th e decentralized level. In its Reviewed Strategic Framework, FAO has defined five Strategic Objectives to eradicate poverty and food insecurity. To achieve this, the Organization is seeking to expand its collaboration with CSOs committed to these objectives.

    Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security

    The objective of the Voluntary Guidelines is to provide practical guidance to States in their implementation of the progressive realization of the right to adequate food in the context of national food security, in order to achieve the goals of the World Food Summit Plan of Action. They provide an additional instrument to combat hunger and poverty and to accelerate attainment of the Millennium Development Goals. The Voluntary Guid elines represent the first attempt by governments to interpret an economic, social and cultural right and to recommend actions to be undertaken for its realization. Moreover, they represent a step towards integrating human rights into the work of agencies dealing with food and agriculture.
