Through this comparative legal assessment, the paper aims to stimulate debate on the need for stronger legal foundation for the existing programmes, as well as to promote the incorporation of a human rights perspective to such legisl ation. Such legal foundation could be strengthened through the tool of model legislation prepared under the aegis of the OECS and thus also encourage harmonization among the member states. -
