Synopsis (short abstract) From late 2020 to early 2023, Kenya experienced a severe and prolonged drought, causing consecutive harvests to fail. Millions of animals died, which would otherwise have provided nourishment and sustained livelihoods. Unexpectedly, excessive rainfall in March 2023 led to flash flooding and landslides, disrupting transportation networks and displacing communities. Various climate models showed a high likelihood of further above‑average rainfall in East Africa, with possible flooding during the last quarter of 2023, due to the expected effects of El Niño. To reduce the impact of the expected disaster ahead of time, funding from the German Federal Foreign Office contributed to the Food and Agriculture Organization of the United Nations (FAO), through the Special Fund for Emergency and Rehabilitation Activities – Anticipatory Action window, to immediately implement Anticipatory Actions aimed at saving lives and safeguarding the livelihoods of communities at risk from the possible effects of flooding.

    In 2022, the West Africa and Sahel region experienced one of the worst years in recent history in terms of humanitarian impacts from floods. The growing frequency, intensity and gravity of climate and weather-related disasters, including floods, are jeopardizing the region’s entire food system and particularly the agriculture sector. Combined with other shocks and risks affecting the region, a new risk of flooding for 2023 may further impact people and their livelihoods. Thanks to the German Federal Foreign Office’s contribution to the Special Fund for Emergency and Rehabilitation Activities – Anticipatory Action window, the Food and Agriculture Organization of the United Nations is scaling up early warning messaging and risk awareness, and safeguarding crops and livestock, to mitigate the impact of flooding on vulnerable communities’ livelihoods and food security.

    Since 2019, Uganda’s Karamoja subregion has suffered from progressive food insecurity as a result of below-average crop and livestock production due to erratic weather conditions, plant pests and animal diseases, and price shocks. In October 2022, information and surveillance reports indicated a suspected outbreak of foot-and-mouth disease (FMD), one of the most threatening diseases for livestock in Uganda due to its high socio-economic impact, the complexity in its control and its rapid spread. Thanks to the German Federal Foreign Office’s contribution to the SFERA – Anticipatory Action window, the Food and Agriculture Organization of the United Nations (FAO) will provide vaccination and prophylactic treatment to livestock belonging to over 27 200 pastoral households in Karamoja. This will protect their livelihoods as they depend on livestock as a critical source of income and to meet their nutritional needs, reducing poverty and building resilience against future shocks.

    Madagascar has been reeling from a socioeconomic crisis marked by high levels of poverty and food insecurity, with the situation worsening as a result of the ongoing effects of the COVID-19 pandemic and of the war in Ukraine. Southern Madagascar is particularly vulnerable to climatic hazards that impact agricultural activities, the main source of livelihoods for the majority of the population. Over the past few years, the South of the Island, the Grand Sud, has been plagued by a striking and prolonged drought, severely hindering local capacities to produce food. To support the most vulnerable communities in their efforts to face the predicated hazard, and to mitigate the impact ahead of the peak of the lean season, the Food and Agriculture Organization of the United Nations (FAO) is acting fast. Thanks to the German Federal Foreign Office’s contribution to the SFERA – Anticipatory Action window, FAO disbursed necessary funds to support vulnerable households against the expected shock. Acting early, through cash transfers along with seeds and livestock support, helps farmers face the predicted drought and safeguard their food security.
