Synopsis (short abstract) The origins of this meeting can be traced to the Declaration of Rabat adopted at the Ministerial Conference on Fisheries Cooperation among African States bordering the Atlantic Ocean, held in Rabat on 30 March and 1 April 1989, and to the meeting of the Follow-up Committee, which took place on 29 to 31 May 1990. At that meeting of the Follow-up Committee a first draft of a Convention was presented. This draft was circulated to interested international organizations, including FAO, for comment. S ubsequently, the Moroccan Minister for Marine Fisheries and Merchant Marine invited the Director-General of FAQ to host a workshop on the legal aspects of the draft convention concerning fisheries cooperation amongst African States bordering the Atlantic Ocean in preparation for the Ministerial Conference scheduled to take place in Dakar in the first week of July 1991.

The objectives of the workshop were to examine the implications of national and joint management of shared stocks, to explore possible ways to achieve sustainable management of shared stocks for the benefit of coastal countries and to suggest the way forward for a regional management system. As a general recommendation the group suggests to support the current FAO Working Group on the Assessment of Small Pelagics in Northwest Africa. This group should be furthered and strengthened in order to maintain a high level of resource assessment studies in the coming years and the long-term future. Fisheries Scientific Institutes should identify research priorities and seek national budgetary allocationsto sustain long-term research. Countries should develop national management plans in support of a future joint regional management system.

This document is the final report of the sixteenth session of the Fishery Committee for the Eastern Central Atlantic (CECAF), held in Santa Cruz de Tenerife, Spain, from 22 to 24 October 2002. The major topics discussed were: action on recommendations of the fifteenth session; poverty alleviation in fishing communities through the sustainable fisheries livelihoods approach; recommendations of the CECAF Scientific Sub- Committee; strengthening monitoring, control and surveillance in the region; review of CECAF terms of reference; and upgrading the Committee to a Commission level. The summary of the main decisions and recommendations is given in Appendix E.
