Synopsis (short abstract) The FAO Technical Group (TWG) on the Conservation and Management of Sharks reviewed available information pertinent to the subject, including draft documents on the status of sharks species, an overview of shark fisheries by region, case studies in management of elasmobranch fisheries, a shark species catalogue, on shark utilization, marketing and trade and a review of data needs for management of shark fisheries. It considered preliminary drafts of guidelines and a plan of action for the conser vation and management of shark fisheries and discussed specific issues in two working groups on management and on data needs. On the basis of the discussion of the TWG Technical Guidelines for the Implementation of National Plans of Action for the Conservation and Management of Sharks (FAO Fisheries Circular No. 939) were elaborated for the FAO Consultation held in October 1998.

    This is the report of the second (virtual) Meeting of the WECAFC/CITES/OSPESCA/CRFM/CFMC Working Group on Sharks Conservation and Management from 20 to 22 October 2021. The WECAFC delegates from 11 member states - The Bahamas, Barbados, Belize, Colombia, the European Union (Member Organization), Grenada, Honduras, Mexico, Nicaragua, Trinidad and Tobago and the United States of America - and nine partner organizations took part in the deliberations on the development of a Regional Plan of Action (RPOA) for the Conservation and Management of Sharks in the WECAFC Area. El presente documento es el informe de la segunda reunión (virtual) del Grupo de Trabajo COPACO/CITES/OSPESCA/CRFM/CFMC sobre la Conservación y Ordenación del Tiburón celebrada del 20 al 22 de octubre de 2021. Delegados de la COPACO de 11 Estados miembros - las Bahamas, Barbados, Belice, Colombia, los Estados Unidos de América, Granada, Honduras, México, Nicaragua, Trinidad y Tabago y la Unión Europea (organización miembro) – y de nueve organizaciones asociadas tomaron parte en las deliberaciones sobre la preparación de un Plan de Acción Regional para la Conservación y la Ordenación del Tiburón en la Zona de Competencia de la COPACO.

    The First meeting of the WECAFC/OSPESCA/CRFM/CITES/CFMC working group on shark conservation and management was held in Barbados on 17-19 October 2017. The meeting brought together more than 30 shark fisheries experts, conservationists, marine biologists and fisheries officers from 15 WECAFC members, regional fisheries bodies, fisheries technical advisory institutions, non-governmental organizations, and other relevant stakeholders. The experts at the meeting recognized the decline in various shark and ray stocks in the Caribbean region, as well as the need to conserve the threatened species among them. The joint Working Group stressed the importance of harmonizing conservation and management measures with various international and regional conventions for the protection of these often-migratory species, as well as with measures by regional fisheries management bodies in the Atlantic. The fisheries experts recommended amongst others that the countries in the region should prohibit the removal of shark fins at sea and require that all sharks be landed with their fins naturally attached through the point of first landing of the sharks. Moreover, the experts recommended the prohibition of targeted fisheries for iconic species such as whale sharks, sawfishes and manta rays. Incidental catches of these species should be promptly released unharmed and alive, to the extent possible. The experts worked on a regional shark stocks and fisheries status assessment and a Regional Plan of Action for the conservation and management of sharks and rays in the WECAFC area. This RPOA-Sharks will incorporate regional collaboration on shark research, data collection and sharing, capacity building, harmonized management and conservation measures, enforcement and monitoring, and public awareness.
