    Enhancing public-private sector collaboration: A case of the Uganda Timber Growers Association affiliated tree growers and public actors building a sustainable commercial forestry industry

    Uganda’s forests are a treasured natural asset contributing 8.7% to the national economy (NEMA 2011). However, Uganda has been losing its forest cover alarmingly, from 24% in 1990 to 9% in 2015. In Uganda, Forestry is coordinated by the Ministry of Water and Environment through the Forest Sector Support Department. Government through the National Forestry Authority has provided land in degraded Central Forest Reserves (CFRs) to private investors under license. Nearly 70% of planted forests are in CFRs. Additionally; Government initiatives like the Sawlog Production Grant Scheme project is providing financial and technical support based on a set of national Forestry standards. Finally, Government has created a conducive environment for the commercial forest sector to grow at an unprecedented rate of 7000 ha per year. Since 2004, the private sector in Uganda has been exemplary, on building a private sector-led commercial forestry industry. Most of the investors (99.8%) are small to medium scale (1000 ha and below). The private sector is coordinated by the Uganda Timber Growers Association (UTGA), the umbrella body of tree growers that does advocacy, networking, information sharing, collective procurement, marketing and extension. The private sector is growing over 85% (over 80,000 ha) of Uganda’s forest resource. UTGA has promoted the certification of plantations and chain of custody with area up to 42,000 ha, the largest in East Africa and two organizations certified in chain of custody. Plans are underway for the establishment of an apex body for carpenters, timber traders and wood processors. The strong collaboration between Government and private sector actors has yielded remarkable results for Uganda’s forestry. The public private partnerships have provided solutions to challenges of illegality, poor governance, forest degradation and deforestation by providing a platform for individuals, companies and communities to grow trees while protecting gazetted forest land.     New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting. Last year’s report showed that the failure to reduce world hunger is closely associated with the increase in conflict and violence in several parts of the world. In some countries, initial evidence showed climate-related events were also undermining food security and nutrition. This year’s report goes further to show that climate variability and extremes – even without conflict – are key drivers behind the recent rise in global hunger and one of the leading causes of severe food crises and their impact on people’s nutrition and health. Climate variability and exposure to more complex, frequent and intense climate extremes are threatening to erode and reverse gains in ending hunger and malnutrition. Furthermore, hunger is significantly worse in countries where agriculture systems are highly sensitive to rainfall, temperature and severe drought, and where the livelihood of a high proportion of the population depends on agriculture. The findings of this report reveal new challenges to ending hunger, food insecurity and all forms of malnutrition. There is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes.     This guidance document introduces the concept of good hygiene practices (GHP) and explains how to apply them to produce safe food. Good hygiene practices form the basis of all food hygiene systems that support the production of safe and suitable food. Food business operators must be aware of hazards that could affect their food and ensure that such hazards are properly managed to protect consumer health. Good hygiene practices are the foundation of any effective food safety management programme and implementing them gives food business operators a system for controlling food safety hazards. In the context of food safety, a hazard can be defined as any agent or substance associated with food that has the potential to cause harm when the food is ingested. Hazards encountered in foods can be categorized as chemical (e.g. pesticides), biological (e.g. pathogens) or physical (e.g. extraneous materials) all of which can contaminate food at points along the food chain. This publication is part of the FAO Good Hygiene Practices (GHP) and Hazard Analysis and Critical Control Point (HACCP) Toolbox for Food Safety series. The toolbox is a central repository of practical guidance and resource materials to strengthen food safety capacities, both public and private, in order to develop and implement food safety management programmes in accordance with the Codex Alimentarius General Principles of Food Hygiene guidelines.  Care was taken to consider the challenges faced by small food business operators and primary producers in low- and middle-income countries, and those with an institutional role, such as government officials, academia and capacity building organizations.

    FAO Strategy on Climate Change 2022–2031 2022
    The FAO Strategy on Climate Change 2022–2031 was endorsed by FAO Council in June 2022. This new strategy replaces the previous strategy from 2017 to better FAO's climate action with the Strategic Framework 2022-2031, and other FAO strategies that have been developed since then. The Strategy was elaborated following an inclusive process of consultation with FAO Members, FAO staff from headquarters and decentralized offices, as well as external partners. It articulates FAO's vision for agrifood systems by 2050, around three main pillars of action: at global and regional level, at country level, and at local level. The Strategy also encourages key guiding principles for action, such as science and innovation, inclusiveness, partnerships, and access to finance.
