No results found.This study investigates the long-term impact of phytosanitary capacity development on agricultural trade, economic performance, and rural livelihoods in Africa, using the phytosanitary capacity evaluation (PCE) framework developed by the International Plant Protection Convention (IPPC). Drawing on a combination of literature review, stakeholder engagement, and system dynamics modeling, the study analyzes the effects of one-time and repeated phytosanitary interventions across two regional clusters: high-value export-oriented economies (cluster 1) and emerging export economies (cluster 2). The results demonstrate that while single interventions (scenario 1) can produce short-term gains in plant health, trade efficiency, and food security, these benefits tend to dissipate without sustained investment and institutional reinforcement. In contrast, scenario 2 featuring three interventions at five-year intervals yielded durable improvements across all key indicators, including phytosanitary capacity, export volumes, agricultural GDP, employment, and migration. The study highlights the importance of embedding phytosanitary reforms into national legal frameworks, aligning efforts with regional trade agreements such as the African Continental Free Trade Area (AfCFTA), and promoting integrated, cross-sectoral coordination. It concludes that long-term, programmatic approaches are essential for building resilient plant health systems capable of supporting sustainable agriculture, inclusive trade, and economic transformation across the continent. -

No results found.The evaluation highlights the project's strong alignment with national priorities and FAO objectives, effectively addressing the needs of youth organizations and rural youth. It successfully enhanced the capacity of youth in agrifood systems, including agricultural production, digital and financial literacy, and marketing. While progress was made in developing agricultural value chains, further improvement is needed by adopting a strategic market systems approach. The ICA project fostered multistakeholder engagement, strengthening sustainability through national collaboration. However, challenges remain, particularly in access to finance for young agripreneurs and the need for tailored interventions to support diverse youth needs. The evaluation recommends: i) Adopting a strategic market systems approach for sustained systemic change; ii) Continuing a holistic, multi-stakeholder approach to provide comprehensive support to youth; iii) Implementing a two-stage targeting strategy, starting with youth structures and then focusing on individuals, ensuring inclusion of vulnerable groups; iv) Developing an exit strategy that ensures long-term sustainability in countries not continuing in future project phases; v) Establishing a comprehensive results framework and monitoring system for all ICA country projects. -

No results found.Due to a compounding number of factors, including increased trade activities and climate change, Namibia has recently experienced an invasion of new species of plant pests and diseases. This causes damage that ultimately contributes to reduced agricultural production and productivity in the country. With the implementation of trade agreements and the resulting increase in the flow of fruits, vegetables, and propagative plant materials across national borders, Namibia’s susceptibility to plant pests and diseases has increased. In addition, the growing consumption of and demand for fresh fruit and vegetables and the continuous growth of propagative plant materials has led to the need for the agricultural sector to strengthen its efforts to integrate plant health and management programmes. The increasingly observed phenomenon of climate change has also contributed to the situation, worsening the impact on plant health and affecting plant pests’ epidemiology and distribution. As a result of rising temperatures and changes in precipitation patterns, the impact of climate change is expected to further accelerate the introduction and spread of plant pest species. This global shift could increase the risks of pest establishment due to the creation of conducive conditions under which pests develop and thrive.
