Synopsis (short abstract) Latin America is at a strategic point in rural development, as recent shocks have exposed deep-rooted challenges in rural policies, particularly regarding inequality and employment. Slow economic recovery, climate change, food system transitions, and rapid technological change further complicate these issues. In response, this paper argues for a new generation of policies focused on three key areas: (i) strategies to protect lives and promote resilient livelihoods, (ii) specialized policies for family farming, and (iii) strategies for rural investments and development planning. It emphasizes that these efforts must prioritize inclusion and avoid reinforcing past inequalities, ensuring the most vulnerable do not bear the brunt of future rural transformations.

    Since the land reforms of the 1990s, dualistic farm structures characterize the landscape of most transition countries in Europe and Central Asia, with large numbers of small subsistence and semi commercial family farms. Poverty, social vulnerability and other difficulties could prevent rural communities from fulfilling their role as important building blocks of food security. By enhancing productivity and income levels through sustainable intensification of production, better organization, ade quate services and integration into agrifood value chains, this Regional Initiative can contribute to the global goals of eradicating rural poverty and achieving food security and sustainable growth. Activities focus on sustainable management of agricultural land and water resources; sustainable intensification of smallholders’ production; strengthening the organizations of small producers and family farms; and enhancing access to rural services – such as advisory services and micro-loans.

    Natural resources for resilient, inclusive rural transformation 2025

    This paper examines the role of natural resources in fostering resilient and inclusive rural transformation. It reviews land and water availability for agriculture, highlighting the reliance of poor and vulnerable rural communities on these resources. As land degradation, climate change, and competition intensify, current agricultural models face limits in supporting inclusive development. The paper proposes four complementary pathways for improved natural resource management: enhancing resource use efficiency, promoting diversification, developing a sustainable bioeconomy, and applying integrated landscape approaches. These require inclusive governance, clear rights, and coordinated policies and investments to balance trade-offs and ensure equitable, adaptive use of natural resources.

    While some progress and recovery have been made in recent years, the world is still above pre-COVID-19 pandemic levels and far from eradicating hunger and food insecurity by 2030 (SDG Target 2.1). Similarly, despite some progress in the global nutrition targets, the world is not on track to achieve SDG Target 2.2. Among other factors, persistent food price inflation has slowed this momentum.The State of Food Security and Nutrition in the World 2025 highlights how elevated inflation in many countries has undermined purchasing power and, especially among low-income populations, access to healthy diets. The report documents how high food price inflation is associated with increases in food insecurity and child malnutrition. Vulnerable groups, including low-income households, women, and rural communities, can be particularly affected by food price inflation, risking setbacks in the fight against hunger and malnutrition.In response to these challenges and to prevent future price shocks, the report examines policy measures adopted by countries, and outlines what is necessary going forwards. It stresses the importance of coherent implementation of fiscal and monetary policies to stabilize markets, promote open and resilient trade, and protect vulnerable populations. Additionally, it calls for better data systems and sustained investment in resilient agrifood systems to build long-term food security and nutrition. These coordinated actions are vital to reignite progress towards ending hunger and malnutrition by 2030.
