Book (series)Technical reportReport of the Expert Consultation on Improving Planning and Policy Development in Aquaculture. Rome, 26-29 February 2008 2008
Also available in:
No results found. The Expert Consultation was convened by FAO upon recommendation of the twenty-seventh session of the FAO Committee on Fisheries (COFI), in 2007, and the third session of the FAO COFI Sub-Committee on Aquaculture, in 2006, in order to elaborate guidelines on how to improve the process of aquaculture policy formulation and policy implementation. The Expert Consultation recommended that two outputs be produced by FAO: (i) an FAO Fisheries Technical Paper on planning and policy formulation in aqu aculture development; and (ii) an FAO Technical Guidelines for Responsible Fisheries booklet on planning and policy development in aquaculture. The Consultation produced a detailed outline of the technical guidelines. It agreed on the definitions of policy, strategy and action plan and on the main phases of policy development processes. It highlighted the importance of considerations such as legitimacy, participation in such processes, but in specific circumstances, the inevitability of hard choices. The Consultation emphasized that coordination was one of the most important component of the policy implementation discourse. The Consultation also made recommendations regarding future FAO work in supporting aquaculture policy development worldwide. -

No results found. The purpose of the Consultation is reviewed, noting the needs for controlling the amount of fishing, and the fact that many of the controls actually implemented have not succeeded in improving the performance. The improved opportunities for effective management provided by the new Law of the Sea are also noted. All management schemes must be based on a clear understanding of the objectives to be pursued and of the priorities between these objectives when, as will often be the case, there are s everal objectives that cannot be achieved simultaneously. There may, however, since national policies and objectives can change, be advantages in having this understanding implicit, rather than spelt out in a permanent form. Objectives against which the performance of a management scheme can be judged include maintaining the biological production of the stock - though not necessarily taking exactly the maximum sustainable yield (MSY), improving the efficiency and economic performance of the fi shery, achieving equity and a socially desirable distribution of benefits between the different groups concerned, and keeping down the costs of research, administration, etc. directly involved in the management process. The impact on these different objectives on one or other approach to the control of the amount of fishing is discussed.

Of these assets, the Library is unquestionably the most outstanding and is a lasting record of the Institute's work and its achievement in the field of agriculture. This catalogue will undoubtedly contribute towards a better knowledge of this international Library. This volume in its present form, represents the systematic card-index, by subject of the Brussels Decimal Classification, in French and English, and it's supplemented by the general alphabetical index of authors.
