    This case study on the role of local level institutions in reducing vulnerability to recurrent natural disasters and in sustainable livelihoods development in high risk areas is written for the Food and Agriculture Organization (FAO) to contribute to the understanding of the role of local institutions and organizations in the design and implementation of disaster risk management strategies, as well as the role of local authorities in building community social capital for disaster prevention and preparedness. This understanding will provide insight and guidance on how disaster risk management may be integrated into development strategies.

    Forty years of natural hazards turning into food insecurity disasters in eastern Africa: actions to prevent and reduce “moral hazards” in food security and agriculture 2017

    This policy brief explores gaps and challenges related to managing recurrent climatic events that iteratively trigger agriculture and food insecurity disasters in eastern Africa. For over 40 years, natural hazards (mainly droughts, floods and landslides) have affected millions of people in the eastern Africa subregion. The impact of these hazards have been high, continue to rise in frequency and are mostly felt in the agriculture and food sectors. In some other countries of the World with compar able exposure to weather and climate variability, livelihoods impacts are much lower and do not necessarily result in resurgent food insecurity disasters. The major impediments in the sub-region lie in the high vulnerabilities and low coping capacities of the eastern African populations, mostly sustaining their livelihoods through rainfed agriculture. The brief advocates for aspects that require increased action and effectiveness in mainstreaming disaster risk reduction in agricultural and food sectors of eastern African countries

    The Global Early Warning - Early Action System (EWEA) report on food security and agriculture is developed by the Food and Agriculture Organization of the United Nations (FAO) through its EWEA. The system aims to translate forecasts and early warnings into anticipatory action. The Global EWEA report is a quarterly forward-looking analytical summary of major disaster risks to food security and agriculture. This report specifically highlights: HIGH RISK: Yemen (risk of famine), South Sudan (risk o f famine due to conflict), Nigeria – northeast (risk of famine due to conflict), Somalia (risk of famine due to drought), Democratic Republic of Congo (localized conflict), Kenya & Ethiopia (drought). ON WATCH: Africa – Fall Armyworm (outbreak), Uganda (displacement), Sri Lanka (prolonged drought and localized floods), Central African Republic (escalation of localized conflict driving displacements), Chad (displacement and deteriorating food security) and El Niño (droughts, floods and cyclones).
