Synopsis (short abstract) By Ordinance No XLV of 1984, entitled The Fisheries Research Institute Ordinance, 1984, the President of the People's Republic of Bangladesh created the Fisheries Research Institute on 11 July, 1984. Analysis of the present fisheries situation revealed that main emphasis should be given to research in riverine fisheries (to maintain present production levels), brackishwater aquaculture, and fisheries in ponds and other freshwater bodies (Chapter 2). Priority research projects have been iden tified and allocated to the research stations procedures for starting up research work have been developed. elated projects are combined to research programmes, of which a limited number are taken up in each station. This will strongly improve motivation of researchers, as well as efficiency of guidance. Sources of project funding have been identified, including the Contract Research scheme of the Agricultural Research II Project (Chapter 4.4). It is argumented that the original set-up of FR I (5 stations, HQ in Chandpur) hampers progress because of problems in management, research guidance, and in efficient use of available budgets. It is proposed to limit the number of stations to 3 (for freshwater, brackishwater and marine research) and to house the headquarters in one of them, preferably in Mymensingh (freshwater) (Chapter 4.1). Organogrammes and staffing lists are presented; concentration of facilities makes the organization smaller and better, and FRI can function with less personnel than originally foreseen (Chapter 4.2/3). Technical Assistance to FRI is available from different sources; for the various specialists responsabilities and their place in the organization have been specified (Chapter 4.5). Proposals for regular monitoring of research projects have been worked out in detail (Chapter 5.2/3).

    The main objective of the Second Agricultural Research Project, Fisheries Component, is to develop and strengthen fisheries research in Bangladesh. In this report preliminary proposals are presented for the overall research programme and organization of the National Institute of Fisheries Research (NIFR). Comments on an earlier draft concerning research priorities and organizational aspects by the Government of Bangladesh, the World Bank and FAO have been taken into account.

    This document is based on twelve national reports of the most important aquaculture countries in Africa South of the Sahara. It analyses the present situation of aquaculture development in terms of: its historical development, public sector involvement, support activities for development of the subsector and planning experiences, and briefly reviews the external assistance received for development projects. The research subsector is then analysed to verify the correspondence between its structur e, programmes and plans and the identified needs for aquaculture development. Through a logical process for priority-ranking and for correspondence with the development objectives an indicative action plan emerges, including nine regional programmes which would assist in fostering aquaculture development in the short and medium terms through support to research. These research programmes, involving centres of the five agro-ecological regions of Africa South of the Sahara working as activity netw orks, include a project for aquaculture information centres in support of all other eight proposals. Other programmes include socio-economics, aquaculture production indicators, pond fertilization and feeding strategies, fish broodstock improvement and management, small water bodies fisheries enhancement, aquaculture in irrigation schemes, indigenous fish culture and marine aquaculture.
