Synopsis (short abstract) Small-scale family farming accounts for more than 80percent of agricultural production in the Near East andNorth Africa (NENA) region and plays an important role infood security, poverty alleviation and sustainablemanagement of natural resources. The average landholding size has decreased in the past decades, while atthe same time there has been an increase in the numberof SSFF and in total agricultural land. Small-scale familyfarmers (SSFF) do not have the possibility of realizingeconomies of scale or developing a market powercomparable to their trading partners. In addition, theyface high transaction costs and difficulties in accessingproductive services and resources and are thereforegenerally unable to seize economic opportunities. Ageingfarmer populations and limited access to social protectionand productive assets such as financial services, water andland and activity and input markets represent severeconstraints for the development of SSFF and theirorganizations, thereby limiting opportunities foremployment in agriculture.

Small-scale family farming is the dominant form of agriculture worldwide, with over 500 million family farms, ranging from smallholders to medium-scale farmers. These farms are integral to maintaining diversified agricultural systems, preserving traditional food products, contributing to better nutrition for populations, and protecting the environment. In the NENA region, SSFFs contribute more than 80 percent of agricultural production, playing a crucial role in transforming food systems. Sustainable food systems aim to provide healthy, affordable and safe food, yet globally, current food management practices do not adequately provide pathways to improve nutrition of populations.

The Near East and North Africa (NENA) region has a crucial need for capacity development in leadership and decision-making in agriculture, food security and related areas. In order to ensure the state of the art knowledge and skills required, leadership in the region’s agriculture sector needed to be strengthened. Before the project, the sector’s leaders lacked real time information and analytical capacities, particularly in such specialized areas as climate change mitigation and adaptation for agriculture, water management, soil health, plant production and protection, livestock and fisheries management, and agribusiness. The overall aim of the project was to build capacities in these areas through specifically designed and tailored training for stakeholders at political, senior, middle and junior levels. It would do this in two ways. The first would involve the establishment of the FAO Regional Leadership Academy (RLA), a structure that would collaborate with important agriculture academic, training and research institutions across the NENA region.

This document presents the main finding of this project in the Oman to support the strengthening of producer organizations in agriculture and fisheries. The results of this work provide a basis for the formulation of a national plan of action that reflects the needs of smallholder farmers and fishers to ultimately contribute to their empowerment. Part 1 provides an overview of the various existing forms of collective action and the institutional framework regulating them. Part 2 describes the objectives, methodology and components of the project implemented by FAO, highlighting the results obtained for the three target groups of the project: the Omani Agricultural Association, the Aflaj and the Coastal Women.
