    This document reports on the efforts of the BOBP (Bay of Bengal Programme) at developing a curriculum for a non-formal adult education programme (NFAE) for marine fisherfolk in the villages of coastal Tamil Nadu. It describes the curriculum package devised towards this end, “Towards Shared Learning”, which consists of a number of publications. Two of these publications, the Trainers’ Manual and the Animators’ Guide, were published by the BOBP in English in July 1985. Other publications have been printed in Tamil by the Directorate of Non-Formal/Adult Education, Tamil Nadu. This report also discusses the findings of field testing of the curriculum package. In addition, it summarizes the results of an informal study on the lives of Tamil Nadu marine fisherfolk, and another study on typical learners and “animators” (village-level teachers) in order to acquaint readers with the people for whom the curriculum package was devised. The report includes a project proposal for applying this package among coastal fisherfolk throughout Tamil Nadu. The possibility of adapting the package for use elsewhere in the Bay of Bengal region is also discussed separately. The BOBP’s work on the curriculum package began in 1982 and concluded in 1985. The work was coordinated by a BOBP sociologist, and was executed in cooperation with a number of institutions and individuals whose role is acknowledged below.

    This document describes and analyses a credit project for fisherfolk of Orissa, India, carried out from March 1982 to March 1986 with technical assistance from the small-scale fisheries project of the Bay of Bengal Programme (BOBP). Under the project, credit worth Rs. 6.5 million - in the form of boats, nets and bicycles for marketing - were distributed by nine nationalised banks to 2,500 fisherfolk households in Orissa’s four coastal districts. The document outlines the rationale and the p hilosophy of the credit project and discusses the preparatory work, the economics, the implementation and the results. Dr. U. Tietze, BOBP Extension Training Officer, provided the expertise for the project. He worked in cooperation with extension officers and fisheries officials of Orissa, and the bankers who provided the credit. The small-scale fisheries project of the Bay of Bengal Programme is funded by SIDA (Swedish International Development Authority) and executed by the FAO (Food an d Agriculture Organization of the United Nations). It seeks to help improve the conditions of marine smallscale fisherfolk in member-countries; the immediate object is to develop, demonstrate and promote, through pilot activities, technologies and methodologies by which such betterment can be attained. The project covers five countries bordering the Bay of Bengal - Bangladesh, India, Malaysia, Sri Lanka, Thailand.

    In-Service Training Programme for Marine Fisheries Extension Officers of Orissa, India - BOBP/REP/31 1986

    This report describes an in-service training programme for marine fishery extension officers of Orissa, India, carried out between March 1982 and July 1983. The programme dealt with major areas of fisheries extension work - social, economic, technical - and covered three “modules” - credit for fisherfolk, community development, small-scale fishing gear and methods. For each module, the training programme consisted of a preliminary survey to collect information; a training course to assess option s for action; field assignments to plan a pilot project; field workshops; and a final seminar. The pilot project was then implemented. The in-service programme improved the knowledge and the capabilities of extension officers. A major gain was that it led to two independent development projects - credit for fisherfolk and non-formal education for fisherfolk children. These projects are being reported separately in BOBP/REP/32 and BOBP/REP/33 respectively. The in-service training prog ramme was conducted by the small-scale fisheries project of the Bay of Bengal Programme (BOBP) in cooperation with the Directorate of Fisheries, Orissa. The 15 extension officers participated energetically in the programme at every stage. Various government agencies of Orissa – in fisheries, finance and education - offered excellent cooperation.
