This module presents a case study of a Carbon-Balance Appraisal for an investment project. It is useful for people who wish to improve their skills on how to estimate climate change mitigation potentials of agricultural programmes/projects and how to integrate it in the economic analysis of projects. It is part of a set of documents aimed at providing support to project developers in the process of learning and applying the EX-Ante Carbon balance Tool (EX-ACT). Specifically, this case study has been developed as a result of the application of EX-ACT to a FAO/WB Project in Brazil, which was also selected to test the software. The case study consists of a brief description of the project, the EX-ACT analysis of the project and ends with a discussion of the results.

From measuring poverty to profiling and targeting the poor in rural areas

Reducing rural poverty is a key objective of FAO. To achieve this goal, the Organization must reach the poor and the extremely poor in rural areas, analysing their needs and aspirations and providing effective guidance for the design of policies and investments that foster inclusive and sustainable development. This guide was developed to strengthen the Organization’s work on rural poverty reduction and inclusivity over the coming years. It provides key information to measure poverty, characterize rural populations, and identify their constraints to target them more accurately. The guide includes five chapters. Chapter 1 explains the structure, content, and use of the guide, as well as its intended users and objectives. Chapter 2 discusses how poverty is measured, focusing on the different indicators that can be used, depending on the context, specific circumstances, data availability and policy objectives. Chapter 3 provides guidance on how to build a poverty profile and produce poverty maps to understand who the poor are and where they are located. Chapter 4 focuses on the targeting process, on various targeting techniques and on how to choose one over another to ensure that programmes and projects effectively combat poverty, particularly in rural areas. Finally, Chapter 5 sets the next steps for the development of further analytical guides. The various chapters provide an overview of both widely used and emerging techniques in poverty analysis, focusing on quantitative methods, and giving constant attention to FAO’s areas of work and the challenges posed by operating in rural areas.

This study was developed in order to portray, with high-quality, representative data, the main characteristics of poverty, food insecurity and vulnerability in rural areas of Guatemala. Under the Food and Agriculture Organization of the United Nations (FAO) Hand-in-Hand (HIH) Initiative in Guatemala, the study aims to identify the broad-based challenges affecting the rural agriculture sector. This sector faces challenges in the reduction of poverty and food insecurity, as well as in rural economic development, namely through the development of agricultural value chains. The study capitalizes on the availability of the most recent sources of nationally representative data on rural households and individuals in Guatemala, and leverages FAO’s experience in the analysis of food security, poverty, vulnerability and livelihoods. The study is aimed at policymakers and practitioners working in agrifood systems in rural Guatemala. The findings may also be relevant for other readers interested in rural livelihoods, diversification strategies and inclusivity analyses, and the challenges faced by vulnerable groups such as Indigenous Peoples, women and youth.

FAO Strategy on Climate Change 2022–2031 2022
The FAO Strategy on Climate Change 2022–2031 was endorsed by FAO Council in June 2022. This new strategy replaces the previous strategy from 2017 to better FAO's climate action with the Strategic Framework 2022-2031, and other FAO strategies that have been developed since then. The Strategy was elaborated following an inclusive process of consultation with FAO Members, FAO staff from headquarters and decentralized offices, as well as external partners. It articulates FAO's vision for agrifood systems by 2050, around three main pillars of action: at global and regional level, at country level, and at local level. The Strategy also encourages key guiding principles for action, such as science and innovation, inclusiveness, partnerships, and access to finance.

The UN Decade of Family Farming (2019-2028) acknowledges the importance of inclusive rural communication services (RCS) to advance economic, environmental and social dimensions of family farming. Focusing on Africa, this study examines the role of RCS in rural transformation and family farming and provides insights for the region. Through case studies and a review of media and ICT trends and policies, it highlights the need for participatory, farmer-centred communication approaches and responsive delivery mechanisms aligned with local socioeconomic realities. The study concludes with recommendations for embedding RCS into national policies, thereby opening new development opportunities for family farmers and rural communities in the Africa region.
