Synopsis (short abstract) The Food and Agriculture Organization (FAO) was founded in 1945 with the mandate to raise levels of nutrition and standards of living, to improve agricultural productivity and to better the condition of rural populations. FAO contributes to international efforts to deal with climate change by assessing the available scientific evidence, participating in observing and monitoring systems, collecting unique global datasets and providing a neutral forum for negotiations and te chnical discussions on climate change and agriculture, forestry and fisheries. The Organization collects and analyses data and information in agriculture, forestry, fisheries, and land and water management at the regional and global levels; provides methods, models, concepts and definitions; and provides capacity building on climate change adaptation and mitigation issues.

    Climate change is having an impact on ecosystems and agricultural production systems throughout the world. It influences international trade flows of plants and plant products and it will change the infectivity, severity and distribution of plant pests throughout the world. Preventive, mitigation and adaptation measures by national plant protection organizations (NPPOs) and regional plant protection organizations (RPPOs) are essential to limit the international spread of pests adapting to climate change.Climate-change impacts on ecosystems, pests and vectors also threaten the international trading system, as international trade provides a pathway for pests and vectors to spread into new areas of the world. To facilitate safe international trade in plants and plant products, it is therefore imperative to strengthen national, regional and international phytosanitary capacities regarding climate change. The aim of this document is to provide technical and operational advice to NPPOs and RPPOs on how to effectively assess and manage the pest risk that is a consequence of climate change.

    The project Enhancing community resilience to climate change in mountain watersheds (GCP/GLO/042/JPN) is implemented by the Forestry Division (NFO) of the Food and Agriculture Organization of the United Nations (FAO) and funded by the Forestry Agency of the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF). It aims to strengthen the capacities of institutions and communities in forest-based disaster risk reduction (DRR) in mountain watersheds and increase the resilience of local populations through sustainable agricultural value chains for improved livelihoods.The document presents the successful implementation of identified Eco DRR measures – including on-farm adaptation practices, capacity development and agricultural value chain development, undertaken collaboratively with country and global partners – and exemplifies the role of healthy ecosystems and the benefits of Eco DRR measures for mountain livelihoods and community resilience. This serves as a cornerstone for scaling up the impact of these initiatives in other mountain regions.
