The Committee expressed its praise and support for the State of World Fisheries and Aquaculture (SOFIA) 2014 publication, and emphasized the need for further measures to rebuild fish stocks. The Committee, while commending the new web-based questionnaire on the implementation of the FAO Code of Conduct for Responsible Fisheries (the Code), called upon F AO to further develop and review the questionnaire. While noting the progress made by the Members in implementing the Code and related instruments, the Committee underscored the need to continue supporting developing countries. The Committee acknowledged efforts being made by Members in combating Illegal, Unreported and Unregulated (IUU) fishing and emphasized the importance of the coming into force of the 2009 Agreement on Port State Measures to Prevent, Deter and Eliminate IUU Fishing (PSMA) a s soon as possible. The Committee requested FAO to expand its efforts to effectively implement the International Guidelines on Bycatch Management and Reduction of Discards. The Committee endorsed the Voluntary Guidelines for Flag State Performance (VGFSP). The Committee reiterated its support for the Global Record’s continued development. The Committee endorsed the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Gui delines) and agreed to dedicate them to Ms Chandrika Sharma, the Executive Secretary of the International Collective in Support of Fishworkers (ICSF).

تحويل النظم الغذائية من أجل أنماط غذائية صحيّة ميسورة الكلفة
2020أمكن هذا العام، بفضل التحديثات الواردة من العديد من البلدان، إصدار تقديرات للجوع في العالم تتسم بقدر أكبر من الدقة. وعلى وجه الخصوص، مكّن الحصول على معلومات جديدة مراجعة مجمل سلسلة تقديرات النقص التغذوي بالنسبة إلى الصين بما يرقى إلى عام 2000، مما أدى إلى انخفاض كبير إلى الأسفل في سلاسل الأرقام الخاصة بعدد ناقصي التغذية في العالم. غير أنّ هذه المراجعة تؤكد الاتجاه الذي أفادت عنه الإصدارات السابقة، أي ارتفاع بطيء في عدد الجياع في العالم منذ سنة 2014. ويشير التقرير أيضًا إلى أنّ عبء سوء التغذية بجميع أشكاله لا يزال يشكل تحديًا. ولقد أحرز بعض التقدم على صعيد تقزّم الأطفال وتدني الوزن عند الولادة والرضاعة الطبيعية الخالصة وإن بوتيرة لا تزال بطيئة جدًا. ولم يسجل تحسن على صعيد الوزن الزائد لدى الأطفال في حين أنّ السمنة لدى البالغين تشهد ارتفاعًا في الأقاليم كافة. ويستكمل التقرير التقييم المعتاد للأمن الغذائي والتغذية بإسقاطات عما قد يكون العالم عليه في عام 2030 في ما لو بقيت الاتجاهات السائدة خلال العقد الماضي على حالها. وتشير الإسقاطات إلى أنّ العالم غير ماضٍ على المسار الصحيح باتجاه القضاء التام على الجوع بحلول عام 2030 ورغم إحراز بعض التقدم، فإنّ معظم المؤشرات ليست هي الأخرى على المسار الصحيح لتحقيق المقاصد العالمية المتعلقة بالتغذية. ومن المرجح أن تتدهور بقدر أكبر حالة الأمن الغذائي والتغذية للفئات السكانية الأضعف بفعل آثار جائحة كوفيد-19 على الصحة والمجتمع والاقتصاد. ويسلط التقرير الضوء على جودة النمط الغذائي والعلاقة الحرجة القائمة بين الأمن الغذائي والتغذية. ولن يكون بالإمكان تحقيق مقاصد الهدف 2 من أهداف التنمية المستدامة إلّا في حال توافر القدر الكافي من الأغذية لتناولها وإذا كان ما نتناوله مغذيًا وميسور الكلفة. ويقدم التقرير أيضًا تحليلًا جديدًا لكلفة الأنماط الغذائية الصحية والقدرة على تحمل كلفتها في مختلف أنحاء العالم، بحسب الأقاليم والسياقات الإنمائية المختلفة. ويعرض عمليات تقييم التكاليف الصحية والمتعلقة بتغير المناخ المتصلة بالأنماط الحالية لاستهلاك الأغذية، إضافة إلى الوفورات المحتملة في الكلفة في ما لو تحولت أنماط استهلاك الأغذية نحو أنماط غذائية صحية تراعي الاعتبارات الخاصة بالاستدامة. ويناقش التقرير في الختام السياسات والاستراتيجيات الكفيلة بتحويل النظم الغذائية بما يضمن اتباع أنماط غذائية صحيّة ميسورة الكلفة في إطار الجهود المطلوبة لوضع حدٍّ للجوع ولجميع أشكال سوء التغذية على حدٍّ سواء. -
