Synopsis (short abstract) Agriculture is a key sector of the national economy of Ukraine, accounting for approximately one sixth of Gross Domestic product (GDP). The country became a member of the World Trade Organization (WTO) in 2008, and signed the Association Agreement with the European Union (EU) at the end of 2014. This has led to new export opportunities in the agricultural and food processing sectors. At the same time, new policy approaches, instruments and institutions are needed to support further growth, as well as reforms to make these sectors more effective and competitive. Against this background, the Ministry of Agrarian Policy and Food of Ukraine (MAPF) prepared the Strategy for Agriculture and Rural Development 2015-2020. The overall objective of the strategy was to increase the competitiveness of the agricultural and food sectors and trade, and to promote rural development in a sustainable manner, in line with EU legislation and international standards. The Government of Ukraine requested that FAO provide technical assistance and policy support for MAPF in the implementation of the strategy in the following principal areas: i) land reform; ii) agrifood-chain development; and iii) improved access to internationalmarkets.

    One of the main goals for the Government of Azerbaijanis to reduce dependence of its economy on oil and ensurethe expansion of economic development to rural areas. The agricultural sector is one of the priority areas to bedeveloped in order to diversify the economy. As the thirdlargest sector in Azerbaijan’s economy, following the oiland construction sectors, agriculture has the highestshare in employment, as well as a huge influence in termsof reducing rural poverty.Excessive land fragmentation and small/average farm sizes represent one of the structural problems impeding development and full capitalization of the agricultural sector’s potential. As a result of the land reformcompleted in 2004, when 869 000 rural families were eachallocated an average of 1.6 ha of agricultural land,generally divided into four or five land parcels, agricultural structures are now characterized by many small andmedium-sized family farms and relatively few largercorporate farms. Such severe land fragmentation in mostrural areas hampers the sector’s productivity and competitiveness.

    In the Syrian Arab Republic, efforts have been made in recent years to support the collection of agricultural data and the calculation of related statistics for the formulation of evidence based agriculture strategies, policies and programmes That said, further interventions are required to achieve certain priorities, including an improvement of the quality of agriculture planning and the strengthening of collaboration between the statistical and planning units of different government institutions Through a combination of capacity building and the provision of equipment, the project aimed to contribute towards the achievement of the above mentioned priorities, which are expected to improve the livelihoods of Syrian farmers and ultimately support sustainable development and food and nutrition security in the country.

    The Syrian conflict 2011 to date) has had a major impact on the social fabric of the country, the major economic sectors and the livelihoods of Syrian people, including the agriculture sector and rural livelihoods that depend on agriculture The conflict has also driven large numbers of young people, including technical experts and technicians across many disciplines, to emigrate, creating a devastating impact on the technical institutions that will be the key to the eventual reconstruction of the country and relaunch of the economy In the agriculture sector, for example, the government run Organization for Seed Multiplication technical facility based in Aleppo has lost 60 of 110 staff with a Master’s degree or above Similar situations can be found at all levels, and across a number of subsectors and industries It is likely that skills shortages will be a major constraint to the recovery of the post conflict economy One priority identified by the government is the need to restore agricultural technical education This has three levels agricultural technical schools providing targeted secondary education on technical subjects relating to agriculture agricultural diplomas (two years of post secondary education) and agricultural degrees (five years at university level) Agricultural technical schools, targeting those aged from 15 to 18 will be key to rebuilding the cadre of agricultural technicians, who are the backbone of the agricultural vocational services food production and processing.
