    Rural advisory services (RAS) can play an important role in addressing gender inequalities. However, RAS programmes have often fallen short of expectations to design and implement relevant services to help rural women and men achieve food security and generate more income. This paper is based on an examination of a broad selection of existing literature on gender-sensitive RAS. It looks at gender-differentiated barriers in access to RAS and challenges of effectively targeting women family farmers when delivering these services. Examples of good practices provided are those that have been successful in responding to women farmers’ specific requirements in supporting their economic empowerment. The paper provides recommendations on what can be done to improve the gender-sensitivity of RAS. It offers a reflection on actions needed to ensure that good practices and lessons learnt translate into the design and provision of demand-driven and gender-sensitive RAS for improved food security and poverty reduction.

    Small-scale family farmers are the backbone of rural communities in the Near East and North Africa (NENA) region. Despite their extensive participation in the agricultural sector, these types of farmers and their farms are disproportionately affected by poverty, ultimately constituting about 70 percent of the poorliving in the region. Apart from adverse agroclimatic conditions, smallscale farmers experience several challenges that stem from their limited assets, land fragmentation and weak capacities, with negative impacts on their productivity, profitability and income. Specific constraints include low volume and quality of produce, high transaction costs, high costs of inputs, low prices and weak access to market information and postharvest facilities – all of which adds up to a limited ability to reach and compete in markets. Small-scale farmers need services that enable them to make informed decisions and facilitate their access to quality inputs, post-harvest facilities and more profitable markets. They also need to reinforce their capacities to act collectively and develop effective organizations that can articulate their demands, amplify their voice, and facilitate their access to services and markets. As a result of persisting gender-based social norms, women typically face more challenges than men in terms of owning assets, accessing quality inputs and services, reaching markets and achieving fair prices.

    This publication is the third one in a row, following the background paper 'Enhancing the potential of family farming for poverty reduction and food security through gender-sensitive rural advisory services' and the Gender and Rural Advisory Services Assessment Tool (GRAST). It includes three cases studies from three continents and the good practices for promoting gender equality through RAS of the studied organziations as well as a collection of recommendations drawn from the good practices. The objective is to support RAS providers to adopt and adapt these good practices so that they can design and deliver truly gender-responsive services. Improving rural women's access to RAS can close the gender gap in agriculture. However, to do this both RAS clients and providers need to overcome several challenges. While the challenges women face to access RAS have been widely documented, there is a dearth of information regarding the good practices for designing and delivering fully gender-responsive RAS. This paper fills this gap by presenting good practices as well as systematized recommendations following the five areas of analysis of the GRAST. The case studies confirm that to provide truly gender-equitable RAS, holistic approach and systemic change are needed: the entire RAS system, including policies and institutions, staff attitudes and capacities must change. The perspective of gender equality need to become integral guiding principle within the enabling policy and organizational environment and culture.
